TOKYO. Dec. 29—HIP)—Japanese welcomed today the news that the United States may go ahead with a Japanese peace treaty even if Russia dors not part icipate. Japanese business leaders said (he news will strengthen the unti-Communist camp in Japan and reassure those who have been “sitting on Die fence’’ in the IT. S-Russian tussle. Some observers said a peace treaty signed without Russian participation would make it necessary for U. S. troops to remain in Japan to prevent Russia from sending forces here. Moscow might do this, it was argued, on grounds that it did not recognize the treaty and was exercising its occupation rights. The Japanese at one time hoped American troops would he withdrawn. But that was before the Korean war, and now they want U. S. forces to stay. The traditional fear of Russian aggression is felt keenly now. Many Japanese interpreted the American note as indicating that they can count on American pm-
