Congress Will Ratify Treaty WASHINGTON, April 5.— (UP) The North Atlantic Treaty for military cooperation against armed attack probably will be ratified, but there was some doubt today that Congress would go all the way in backing it up with arms for Europe. Chairman Tom Connally, D., Tex., called his Senate Foreign Relations Committee into executive session today to consider treaty hearing procedure. He said the hearings could begin next Monday if the administration is ready to proceed at that time. He warned that ratification must not lie delayed “too long.” But ratification is weeks or months distant. The Senate may be summoned finally in special session to consider the treaty after ds other business is finished. Doubt about the treaty had to do will) what i- enlled its implementation. To implement it, President Truman will ask Congress to authorize a $2 000.000,000 nr more spending program to help arm Europe against possible Sovd t attack. Opposition to that si ending program is developing. It is based in some cases on tax-economy grounds. In othus the argument against arming Europe is that such action needle sly would inflame the Kremlin. The White House said today the treaty would be submitted to the Senate “very soon.” It was signed yesterday in an 11-niimite ceremony in the government’s catch-all auditorium on Constitu on Avenue. The foreign ministers and ambassadoi of 11 states participating with the United States were the
first to sign. They represented j Belgium, Canada. Great Britain, i France, Netherlands, Luxembourg. Norway, Denmark. Iceland, Portugal and Italy. Secretary of State Dean G. Acheson, who alone signed for the United States, was last in line. Moscow blasted again at the treaty shortly before yesterday's ceremonies began. In notes to Italy. Norway, Denmark and Iceland, the Soviet Union charged that hte 12-nation pact was an aggressive act aimed at Russia. Speaking briefly before the signing of the treaty, Mr. Truman said it was a “shield against aggression.” He denied that the ircaiy sought to band the west■rn nations against the Soviet Union. “Twice in recent years,” he continued, “nations have felt the sickening blow of unprovoked aggression. Our peoples, to whom our governments are responsible, demand that these lliings shall not happen again. We are determined that they shall not happen again.” PREDICT 219 VOTES AGAINST ACT REPEAL

PUBLIC MEETING The annual public meeting of at the Philosophy Club will be held again this year in Gobin Church at 8:15 on Wednesday. April 6. The address this year will be given by Dr. Newton P. Stallknecht, chairman of the Philosophy department at Indiana University. Dr. Stallknecht is a graduate of Princeton University, holding a Doctor's degree from there; he has studied at the University of Edinburgh and taught at Bowcioin College fro tv 19110 until he came to Indiana University. He has also made a special study of the philosophy of Bergson and has done research on the philosophy of English romantic poe-
try.
His topic for Wednesday evening. "On Being Human,” will concern the logical and ethical powers of man most relevant to contemporary issues. Taking his departure from problems raised by French existentialism, as represented by .lean Paul Sartre, Dr. Stallknecht will present suggestions for a vital philosophy in a chaotic age.
