Union pension programs have mushroomed into a major collective bargaining issue in recent years, second only to the traditional topic of wage increases. Additionally, paved highways are needed from Canada's valuable northern oil and mineral producing areas to southern outlets Only this spring and summer, for instance, rail connections between Red Pass Junction and 1’rinc Rupert were completely severed for 72 consecutive days due to slides and washouts As defense facilities, such rail lines would be worse than nothing, for chances are that they would be out of service at a time when needed most
