TT WASHINGTON—Look for Edwin W. Pauley to adopt the W ’Howard Hughes technique” In the congressional investigation of his commodity market operations. Intimates of Pauley have counseled him to launch a counter-
offensive.
The California oil millionaire had expected to resign as speciid assistant to Secretary of tlie Army Kenneth Royall early in 1948, but close associates have urged him to stay on until the Senate inquiry into big-time speculation is concluded. Pauley has been advised to shout from the rooftops that he has done nothing illegal or unethical in connection with his commodity investments. and that he will match his honesty with that of any Republican in or out of Congress. Immediately after his appearance before the Senate appropriations committee, during which he testified that he got rid of all but a fraction of his grain holdings after accepting federal employment. Pauley went home to Los Angeles to talk things over with friends. Edwin Pauley They pointed out to him that Howard Hughes. when similarly under fire, stood his ground and defended his name, and emerged from the inquiry as something of a public hero. Pauley's California friends say that by citing himself as an example of what a hard-headed, astute business man can do under the free enterprise system he can achieve the same result. • * * • e NEW Rl'SS ENVOY Biggest diplomatic enigma in Washington is the new Russian Ambassador Alexander S. Panyushkin. He's youngish and his diplomatic background is slight. Experts on Russian affairs find little in their flies to indicate his background in Moscow His only known diplomatic post has been ambassador to China, a job he was tilling when he was sent to the United States. Reason for speculation about him is the fact that each time the Kremlin makes an exchange of diplomats it is usually done with a purpose. The ostensible reason for Panyushkin's replacing taciturn Nikolai Novikov is the latter's heaLh This may be quite true, but there are always a liberal sprinkling of ’’Doubting Thomases” in diplomatic circles. They suspect that Panyushkin, who is a comparatively jolly and outspoken fellow, may try a new tack of wooing public opinion in the United States. This may become especially important as the Marshall Plana effects are begun to he felt and tension rises between Russian and anti-Comnumist elements. Panyushkin also, by reason of his experience in China, might prove important in work of the Far Eastern commission and in efforts to draft a Japanese peace treaty. He also inherits the job of settling Russia's 11-billion-dollar lend-leare
account.

SLIGHT TO THE WEST?—Far western Republicans are bristling with indignation over the first poll of veteran Washington political correspondents on the chances of the 1948 presidential
candidates.
The reason is the omission of California's Gov. Earl Warren, an announced candidate for the GOP top post. Warren got no votes a4 likely to win the nomination, although he had announced his can-
didacy more than a month before the poll was conducted among 47 experts by Look magazine. Political observers from the west coast rate Warrent. who actually wants to be president, as a strong bidder for the GOP nomination. They even are placing him ahead of Gov. Tom Dewey of New
York. Dewey received the most straw votes and also was given a
big edge to beat President Truman next November.
Westerners, meanwhile, are claiming for Warren the delegation* of California, Oregon. Washington and Colorado. They say that by convention time late next Juna.they will have other western dele-
