TV "incentive" provision into whatever authorizing the Marshall Plan for long-range European aid There is strong support even among Democrats for an arrangement which will assure European recipients more aid in the future if they in-

crease their own production

Senator Joseph Ball (R). Minnesota, is the leading proponent of this idea. It's simply the old "bonus" theory that a worker will produce a little more if he knows he will be rewarded. Ball cites Ruhr coal production figures, which demonstrated that miners had made an amazing boost in coal output simply because they were promised Christmas food pack-

ages if they reached a certain level.

Ball says it ought to work on a grand scale, because, after all. countries are people. He feels they should be requited to make a showing of good faith and good production before being

given the full measure of American aid.

• EUROPE GROWS, WE PAY—"Can America support a multiplying Europe"" asks the population reference bureau in its December Bulletin. The Bulletin says that though millions of Eu-

ropeans are at starvation's door, the population is still increasing faster than before the war, with a 14 million Increase in the last 10

years and an expected 22 million inc>case in the next 10.

Most' of the nations slated to receive Marshall Plan aid have "tharply increased their birth rates since the beginning of the war,"

the Bulletin added. • * * •

• SCOOP!—The CIO "scooped" the United Mine Workers on news

of the miners' break with the AFL

Allan Swim, editor of the CIO News, canied the notice without comment. John L. Lewis led his miners out of the CIO some years ago. after founding the huge labor organization himself in 1936, and

led them back into the AFL.

Editor K. C. Adams of the UMW Journal had already sent his publication to press and, although it came out under the same date as the CIO News, it carried no word of Lewis’ curt not* to AFL President Bill Gree.i - "Green—W» disaffiliate—Lewis." • TRUMAN RUNS NAVY OUT OF PAPER—A Navy captain got orders for a change of post this week on a scrap of paper. He was I surprised because orders such as his normally are tranamitted on ■

full-sized, rather elaborate sheets of paper.

He inquired the reason for the change and was told that a list j

requested by President Truman had run the Navy out of paper. | ; — Mr Truman had askpd for 100 copies of a hat of Navy personnel *'prompt coal deliveries, retired for disability The Navy said it took 160,000 sheets of paper rail 902-R. any amout. anywhere.!

• • • * • WHO'S TO DO IT?—Secretary of Labor Lewis Schwellenbach has Ins own views on the Democratic-Republican feud over which party is to write legislation. j The administration recently drew sharp criticism from Senator Robert A Taft (R) Ohio, chairman of the Senate Republican policy committee, and his colleagues for not sending anti-lniiaUon legislation to Capitol hill. Taft indicated that if the administration wanted action, it should provide the legislation upon which the GOP-controlled Congress

couL' act.

Schwellenbach recalled for newsmen recently that during the Roosevelt administration one of the most persistent complaints of the Republican minority was that Congress bad become nothing but a "rub-

ber stamp" for the administration.

The labor secretary declared that under Truman, the administration is taking the attitude that the Congress should draw its own legislation, with the executive branch providing a mere outline of

needs He asserted:

"It is my personal belief that there is no necessity for the ad- j ministration to send bills up to Congress. They (the congressmen) | }g were elected to write and pas.i legislation. Let them get down to

work and do it."
