Republicans May Hit | GOP Also Committed Snag on Tax Cut Plan i To a Balanced Budget

• WASHINGTON’—Although Republicans are talking seriously about a 20 per cent tax cut, there is some question as to whether they will Ik- able to go through-with it when they get down to brass j "

The trouble Is that the GOP Is also for a balanced budget. And if the budget is to he balanced, tax revenues will have to be high enough to defray all necessary government expenditures. Republicans are talking about sharp cuts in expenditures to make a tax cut possible. The question is how much to cut and where. The problem goes like this: The war left a public debt that will total S261,000,000,1100 at close of this tiscal year next June :;0. Interest alone on tins debt is $5,000,000,000 a year. That much of the $11,000,000,000 budget ran't he cut. The national defense bill for this ti.seal year is SlPMPiOOO.OOO. To cut that it would be necessary to slash the Army and Navy '•(ill further. Veterans' lieneflts total $6,000,000,000 -$200,jjaglgg^Bf 000(000 this liseal year. A reduction hero would bring squawks from veterans. mdS i4sSi 'fax refunds total nearly $2,000,000,000. The administration contends these ate lequiied hy law. That leaves $9,000,000 000, of which 000,000.000 are for civil expenses and aids to agriculture $ ;.000,000.000 lor public works, housing and social security and v.ooo.ooo.ooo tor international loans Cuts In any one of these would bring a lot of howls. The International loans were voted hy Congress ami are now in the category of commitments. Another problem is that if there Is a business recession, tax revenues will drop sharply and the calls on the government to spend will Increase. The GOP faces a real task in statesmanship if it balances the budget. Success will lie chiefly in the held of providing a sustained high level of prosperity.
