test New Net Rules Tonight NEW YORK, Feb. 7—(UP) — Proposed new basketball rules in which the court will be zoned to provide an area where field goals will count three points instead of two, will be tested tonight in a clinic game between Columbia and Fordham. The rules changes, suggested by Howard Hobson, Oregon University basketball coach, provide that any f.eld goal scored from outside an arc 21 fee’, away from the basket will count three points, and a fouled player will have the option of taking his sh,ot from the regular 15foot free throw line from one point or from a new 21-foot line where it will oount two. On a two foul penalty, .only •ine of the shots may be taken from the 21-foot line with the second to be taken from the shorter distance. Another innovation provides widening of the foul lane from six to 12 feet in which the three second rule will apply. This is designed to prevent congestion under the basket and to eliminate advantage of tall players on rebounds and plv.ot plays.
