INDLA.NAPOUS, Jan. 30 (UP) A Broad Republican merit plan bill, afterthought of the party's vast "ripper'' program, was scheduled for introduction in th*. Senate today. Preparation of a party central merit plan to cover state employes was started last week when supporters ! of a statewide merit system made it apparent to GOP leaders that its absence presented a glaring deficiency in the program to decentralize state government. Introduction of such a plan became assured early this week when the house judiciary "A" committee brought out the platform “institutions" bill with a wide gap in the section on the hiring of employes to leave room for its application The institutions, bill, far behind its running mates in the program, was eligible for second reading and its first test on the floor of the House in today's session. The House Public Morals committee had a preview of thick going Wednesday when an estimated 150 “dries" representing nine statewide emperancc organizations converged >n its meeting in the misapprehension that public hearing had been called. Liquor bills, including some varintions of local option in tho issuance of liquor licenses, have been held up by the committee to keep the right-of-way clear for the majority leorganizution bills but ar 0 expected to show up in the legislative picture soon. The major liquor bill which i.i i." constitute an important part of the reorganization has yet to be introduced However, members of th e committee on Public Morals conceded thal a hearing probably would be necessary some time next week before they could risk decisive actio, >’n I he local option proposals. Th" delegation, which overflowed th"mall committee room, wa s regarded as a show of "dry" strength to be reckoned with cautiously.
