He disapproved of “our joining the war,” but favored extension of “every practicable aid. short of war” to Great Britain. Because many citizens of “high patriotic thought and experience” fear that the bill empowers the President to Involve the United States in war "as distinguished from a declaration of war by Congress," Hoover said, it is urgent that the committee draft positive definitions of what jrowers are to be granted and specifically exclude those that will not.
