Roosevelt brok' another precedent today by testifying before a Congressional committee on "shocking” conditions in th-> ■apital's welfare institutions. Mrs. Roosevelt, who. a few week- \ ago, was the first wife of a president ever to attend a Congressional hearing, testified before the House Dis- ; trict of Columbia committee when it began an investigation of local institutions. The investigation was precipitated by Mrs. Roosevelt's recent surprise visits to several childrens' homes and the home for the aged in the District of Columbia.
