Allhough working under the secretary of state, the securities commissioners may be removed only by the governor. Just before departing for Florida, the governor permitted the board of health reorganization bill to be killed by "pocket" veto despite the pleas of health board members that he sign
it.
This measure would hive increased membership of the board from four to 11 members who would have been appointed by the governor from lists nominated by professional health associations, such as the state medical association. In permitting the bill to die, Townsend explained that it would remove state health board employes ft-om provisions of the McNutt reorganization act of 1933. Dr. Harvey was opneiy ruffled by Townsend’s action and reportedly has been angling for a federal hoMth appointment. He also has been out of his office for almost two weeks. Other members of the health board reportedly were considering turning in their resignations in protest. Jackson has been under fire for months, particularly for holding three jobs attorney general, Democratic state chairman and a member of the state elections board. Furthermore, hr has been unpopular among some elements within the party. When the Democrats suffered severe setbacks in the 19.38 election, Jackson's resignation became a foregone conclusion in the overhauling of the party machinery preparatory to the 1940 campaign when Indiana will have a presidential candidate in former Gov. Paul V. McNutt. Jackson has admitted privately that he will retire, probably as soon as party leaders can agree on a successor. Fred Bays of Sullivan, member of the Public Service Commission who is a spectacular showman as a campaigner, has strong support for the chairmanship. Jackson was appointed state chairman in May, 1934.
