INSULATION NEEDED FOR HOT WATER PIPES Maintaining a sufficient supply of hot water for all domestic needs is frequently quite a problem for home owners whose hot wat^r is dependent upon an automatic gas or electric hot-water heater. All hot-water plumbing lines are a source of heat loss because of the amount of pipe surface exposed compared to the amount of hot water carried. In order to minimize such losses the pipes .and hot water tank should, if possible be insulated. The jProperty Improvement Credit Plan offers a means of obtaining funds to repair, replace, or insulate hot-water systems. The funds arc advanced by lending institutions qualified by the FHA.

construction already in prospect, and the continued need for borne construction to meet the normal demand. “The public is beginning to realize that the Federal Housing A ministration. for the first time in our history, provide- an unbiased agency to which the inexperienced layman may go for guidance and protection when ho builds o: buys a home.” Mr. Peter i said. The FHA protects the buyer and the builder against expensive and unround financing, second mortgage rackets, high interest rates, hidden commissions and other discredited devices which contri! • 1 so largely to the real estate collapse of the rally 1930’s!.

Cities, like living beings, have “dicket^" a cjcndiijion marked by wasteful development of existing services and utilities which can best be r: nedied by adequate city planning, according to Stewart McDonald, Federa 1 Housing Administrator. Five operations which Mr. McDonald considers vital to the well-being of cU!:*s and tneir populations are: ili . econsideration of the elements which make up the city: the amount and character of its industry; the extent of the commercial enterprise, with the probable growth and direction of growth of these; the distribution of residential areas, with special cc:v idcratlon to requirements of various economic groups, density, recreational facilities, and possibilj ities of special treatment for out- • l. ’%• site.!. I Zoning Ordinances I ’2i Reconsideration of zoning ordinances based upon the above, and i the relating of zoning to practical : possibilities. <3* Development of comprehensive . traffic systems which will allow for 1 swift-moving through travel, will outline neighborhoods and discourage the intrusion of unnecessary traffic, and will provide for ample automobile parking in areas of business and dense residential use. i4i Coordinated planning of undeveloped outlying areas destined for future urban use, and development of means of control of these areas. 'Si Coordinated replanning of areas blighted by deterioration or speculative selling. Need Balanced PSaiming “Planning which produces straitjackets has defeated its own purpose,” Mr. McDonald said. “Real
estate subjected to restraints which stifle normal expansions must suffet | contortions as great as when it is | allowed to suffer from too loose or j too little planning. The rigidity of 1 many plans laid down for too long a time in the future and the tendency 1 to reouire indefinite extension of an inflexible gridiron, as is now tile situation in many metropolitan areas, are cases in point where planning has actually tended to destroy stability vital to cities. “There is not a city in the count ly for which such a program is not needed. It would prevent loss of value in real estate and at the same time create confidence and provide comfort, safety, and health for urban dwellers.”

Drafts in low chimneys are erratic in til ir action, and although a chimney much lower than the recommended minimum may be efficient ijt t : mes. it will probably be inconsistent. Any arbitrary minimums have to b? considered in the light of local conditions, however, for overhanging trees, the height of tlw chimney above the roof, and strong preval nt winds can cause disturbance in the draft action. A smoking chimney or unsatisfactory fireplace may be repaired or replaced with funds obtainable from qualified 1 mling institutions under the Federal Housing Administration's Property Improvement Credit Plan.
