ENGLAND. FRANCE SEEK TO SAFEGI ARD CITIZENS OF SPANISH CAPITAL LONDON. Nov 6, (UP) — Great Britain and France, fearing mass slaughter if the Spanish nationalists enter Madrid, have appealed to the Madrid government to seek an agreement to safeguard the city’s millionodd people, it was understood today. Impelled to action by the nightmare vision of the streets of a great world capital running with blood, the government is understood to have ordered Foreign Minister Anthony Eden to get immediately in contact with Paris. Eden, it was said, telephoned to the French capital and, in cooperation with the embassy, put the dramatic appeal up to Foreign Minister Yvon Delbos and Premier Leon Blum. They agreed at once, it was understood. to make an effort admittedly one in whose success they have little hope to persuade Premier Francisco Largo Caballero and his associates in the Spanish government to seek a direct agreement with Gen. Francisco Franco, commander in chief of the nationalist armies and dictator of the fascist "provisional government.” Orders were sent at once from London to G. A. D. Ogilvie-Forbes, charge d'affaires of the British embassy at Madrid, to present the appeal in the names of the British and French governments to the loyalist government, and a reply from him was awaited anxiously. Britain and France would like an agreement which would both prevent a slaughter that might enter history as one of the most awful of modern times, and save the city of Madrid itself from a fight that might leave it in ruins. So worried were British officials over the situation that it was understood foreign office attaches remained on duty all night in hope that a reply might come from Ogil-vie-Forbes. The other 150 000 it wan asserted, were killed in cold blood executed or died in prison, Spain’s monetary loss in the war was estimated at a minimum of about 000 000.000.
