FLOOD FIGHTING SECTOR (Continued From Page One) day was an imminent threat not only to Toledo but to Madrid itself. Today the leftists were talking of an offensive—not a mere local one but a big one—on the MaquedaTalavera front, to start soon. The change in the feeling at Madrid was reflected clearly in the attitude toward the Alcazar at Toledo. Yesterday it was admitted that the fortress must be captured because the besieging army was in danger of isolation by rebels. Today the feeling was, if only for the hour, that there was no hurry. From the north, it was reported that the leftists at Bilbao had offered to surrender provided all lives were spared and that their surrender was supervised by League of Nations officials. The rebel sources that reported the offer -15 hours before the expiration of an ultimatum of attack at 1 a. m. tomorrow— said that Gen. Emilio Mola, commanding. was unlikely to agree to supervision but might spare the lives of soldiers if they dropped their guns peaceably. Pending possible surrender, the rebel columns proceeded on toward Bilbao and were near the Elbar arms factory, important to the leftists, and the equally important Deva oil depots. Rightist sources continued to disseminate wild stories—that a great French Masonic lodge was giving “instruction” to Spanish communists on political and military affairs; that President Manuel Azana had resigned and was a prisoner because he wanted to surrender; that an envoy left Madrid to offer the presidency to Martinez Barrios, chief of the eastern emergency government at Alicante; that there was disagreement betwen Madrid and Catalonia; that President Luis Companys of the semi autonomous Catalonian government was dead.
