Revision of the United StatesPanama treaty, removing all allegedly unreasonable control by this nation. Dr. Hussey is advocating creation of the proposed Inter-American court to settle international aPairs of the Americas by compulsory arbitration, rather than recourse to war. He points out that virtually all of the Latin American countries have already accepted the opt’anal clause tor compulsory arbitration at the League’s Permanent Court of International Justice at The Huuge. The fact, however, that the United States hi r never accept* 1 til lership in the Hague court makes i‘. desirable, he believes, that a separate American court be established.
