Harry Ainsworth, associate state 4-H club leader, passing through Putnam county, made a brief stop at tile county agent’s office Tuesday and was conducted the ag'ent, Guy T. Harris, and Wayne Branneman, county 4-H club leader, on a short tour of inspection of a few of Putnam county's beef clubs. Mr. Ainsworth said that ho was primarily interested in finding good beef stock suitable for showing at the Hoosier Fat Steer show to be held at the state fair grounds at Indianapolis, October 29. Due to the fact that Mr. Ainsworth’s time was limited be could inspect stock at only a few of the beef clubs. He was impressed, however, at the number of head of beef he inspected that would be excellent for showing at the beef show. He expressed a hope that beef clubs in the county would put forth every effort to have a jjood representation at the show.

POLICE OCT OF BOl'NDS SAN RAFAKL, Cal. (UP) Attorney General Webb has settled the question "of when is a policeman not a policeman. He has ruled against the neighborly habit of one municipality borrowing the police of another for parade and esce-t purposes or of even answering emergency calls. His ruling was th^t a policeman is only a policeman within the precincts of his own municipality. ••HOT TRAIL” IS TRACED SAN FRANCISCO (UP) Federal Writers’ Project workers believe they

BERKELEY, Cal., (UP) — Santa Cruz county has been selected as Uncle Sam’s guinea pig for experiments looking toward a nationwide program of practical use of all of the natural land resources of the country. Under the land-use planning program that will be operated in Santa Cruz county and those parts of Santa Clara and Monterey counties that may wish to join in the experiment, an effort will be made to perfect a master-use plan that later can be applied to any county in California, and still later to every state. The first steps toward carrying out the project have jurt been put into operation by the land utilization division of the resettlement administratjon. j The fundamental object of the project is to prevent economic losses of the past] due to misuse of land

There -are a number of abuses which is hoped the master plan will correct. Among these is the uneconomic condition revealed by families and even entire villages and communities remaining on land for agricultural purposes when it ’s apparent that the land can never be made to yield a worthwhile revenue. From the standpoint of communities, it is pointed out by officials of the land utilization di /ison that a county cannot be expected to continue to subsidize a community in the form, for example, of loans of various kinds, school subsidies, relief, and tire destruction of the soil by erosion, when it is apparent that the community is located on ground that is submarginal. The only solution for ca^es of this kind, already existing, it is pointed out, is to allow the land to be purchased by the resettlement administration, and eit.ier retired or used foi some purpose that will produce reve-

nue. Even at present, it is declared, many veterans who have received their bonus, are purchasing land which Is either believed or known to be sub-marginal and on which they can never hope to make a living. If ail of the counties of the state, and eventually all of the counties of •very state, can be induced to adopt the master-use land project that the division is preparing as a model, any orospective purchaser of land would be able to ascertain at once whether the land he has in view ever would be profitable. Another abuse which the division hopes to wipe out is that of the erection of great public utili’ies on land that must always remain doomed to iny profitable exploitation. Now, it is asserted, there are many districts n the United States where thousands if structures have been erected, hunIreds of rural electrification plants natal led and other easily improvements made, when there is every rea-

son to believe that the surrounding land is submarginal, and that it will never support a population. PRISON MAPS BONI S BULKS SAN QUENTIN, Cal., (UP) — Warden Court Snf. h of San Quentin penitentiary has been obliged to formulate rules for the expenditure of veteran’s bonuses. Half of the <800 inmates of the prison are entitled to a bonus. Ring and Trousseau Stolen TOLEDO. (UP) — While Miss Martha Stewart and H. C.
