PRESIDENT URGES HOME MODERN!/ A I ION PROGRAM WASHINGTON, May 14, (UP)— President Roosevelt today sent to t one res- a mesaege urging a nationwide home modernization and repair program. The president said the program would consist of four major interrelated divisions: 1. Modernization, repair an I new construction. 2. Mortgage insurance. 3. Mortgage associations. 4. Building and loan insurance. “The purpose of the program is two-fold,” Mr. Roosevelt said. "First to return many of the unemployed to useful and gaingul occupations; second to produce tangible, useful wealth in a form for which there is grat social and economic need.” The president said that mam American homes are “not fit for human habitation.” Rebuilding and renovising should be done quickly, he said, to protect the health and safety of the people. To obtain this speed the federal gov-rnment must take the initiative and cooperate with private capital anti industry, Mr. Roosevelt explained. He called the program “real-prop-erty conservation.” The president said that he envisioned modernization of commercial and industrial structures also hut that he believed the government should confine its assistance largely to home improvements. Loans to individual home owners, he explained, would be made hy private agencies which in turn would be insured by the government against loss up to a certain percentage of the loans. 1 he other phase of the program, the making of funds available for new home construction and the im provement of the mortgage market, includes a long-term mortgage financing agency. This would give mutual mortgage insurance to private agencies which would make first mortgage loans on newly constructed houses up to 80 per cent of the appraised value and make new mortgages <»n existing homes up to (50 per tent of the value. The loans would carry about 5 |>er cent interest and woffld amortize in 20 years. Mortgage associations would be incorporated under strict federal supervision to increase the amount funds available in localities where interest rates are unusually high while insurance for -hare holders in building and loan associatios would provides I. The latter phase w ould similar to the insurance now provided for hank 'depositors. If the program is adopted by congress, President Roosevelt said: “I believe that the initiation of this broad and sound program will do mu: h to alleviate distress and to raise perceptibly the standard!! of g .od living for many of our families throughout the land.”
