GANG COMAGNE, (UP)—Cologne’s British trained female police have just broken up a highly organize 1 and effective juvenile thief band which had baffled the law for months. A total of 23 children, ranging between 7 and 12 yaars old, have beon arrested. They probably will ho sent to juvenile detention homes until they are 19. The parents, if they are responsible for thejr children's actions will tr punished must severely. Tie police have not yet established who inspired the thefts, but the simplicity and ease with which the unique scheme was worke^l point strongly to some adult 'master mind.’’ Tao process, explained by Fraulein Marianne Pfahl, commissar for the female division, was as follows: One of the children would enter the hop designated to be robbed and ask '' r a cigar box for frqtwork, or perhaps for a cigarette picture card. The hop door was purposefully left -lightly ajar and while the storekeeper was getting the box or card from he back room, a second child entered ml hid under the counter. The door being ailjar, there was no hell-ring to announce his entry. The -’irst child received his requested l>ox >r card, left the shop, and t ie shopkeeper went about his business The second child, having located
the simple cash box with which most German shops are equipped, emptied it at a favorable opportunity^ and returned to his hiding place. A third child entering gave thq second child his chance to escape. The third requested also some sort of gift and left openly. By the time the theft had been disooverqd, the children had long since disappeared. In most cases, moreover, suspicion fell on the wrong persons, usually those living in the house, and as the shopkeeper did not wish to charge them, the thefts remained undetected for some time. Tiie thefts occurred all over town, and authorities have not yet discovered what became of the proceeds.
