Mr. Ellis was introduced by Prof. W. A. Neisw anger who invited him to speak. After a historical discussion of the new commission as appointed by Governor McNutt under the new utility laws enacted by the last state legislature, Mr. Ellis made the following three deductions a. to trends in this state: 1. The centralization of responsibility and authority for regulatory I olii ies in the hands of the governor. 2. Attempts to impose more stringent regulations upon the operation of privately owned utilities. 3. Greater freedom for municipalities in the acquisition, construction and operation of municiPally owned utilities, but nt the same time accompanied by checks which may serve j to thwart the hope-, of extremists for wide-spread municipal ownership in the state. Following his address, Mr. Ellis of- | fered to answer direct questions in an | open forum and many were proI pounded.
