The estimated cost of said improvement of North Indiana Street, under Improvement Resolution No. 3, 1924, as made by the city civil engineer, is $8,800.00. The bids for the two above named public improvements will be at said time examined and considered, and the common council will proceed without unnecessary delay designate by preliminary order the kind of construction of said improvements, the said common council expressly reserving the right to reject any or all bids and to judge of the character and efficiency of the material bid upon. Each proposal shall be filed with the city-clerk before the hour of opening the same. Each bidder is requiirnl to deposit with his bid a certifed check for an amount not less than two and one-half per cent of engineer’s estimate of work bid upon, and in no case shall the check he for a sum less than onie hundred dollars, said check to be certified by a reputable bank doing business in Indiana.
