On motion of Mr. Madison, the bid of Messrs. Rafferty and Rafferty was refered to the? committee on sts., with instructions, in connection with the Mayor, to inquire into the responsibility of said bidders and if found competent, to award to them the contract—they giving bond with security for the faithful performance of the work. l,.s\' ,*

A communication was received from B. B. Moffatt, Esqr., claiming to be the City Attorney, accompani ed with his bill against the city, for services as such, for the 1st quarter of the present municipal year.

The Council, not considering him as City Attorney, on motion of Mr. Madison, the account was not allowed.

The condition of Wabash street, near the bridge,.crossing the canal, was refered to the committee on sts.

The account of Charmcy-Rose, for work done on streets, was refered to the committee on accounts.

The City Engineer was instructed to survey and open the gutter Wabash Street, so as to correspond with the present grade.

The Marshal was granted the privilege of appointing, a Deputy to assist him at the Alton Depot, and any other business purtaining to the duties of said Marshal.

Sundry accounts were allowed, and the Board adjourned.

FROM KANSAS AND SALT LAKE ST. Louis, Aug. 25. We have received dates from Salt Lake to July 1st. There were still se rious apprehensions of a famine. The third crop of grain had been destroyed.

Hon. L. Shaver, one of the Judges of the Territory, was found dead in his bed on the morning of the 29th of June, and was buried with great ceremony.

The Kansas Herald of the 17th, reiterates in the most positive manner its former assertion of a contemplated project to annex the Platte purchase of Missouri to Kansas Territory.

The sloop-of-war Cyane, at Pensacola, has been ordered to New York.

By this arrival we have news of the destruction of Petropaulowski, a Russian settlement on the Pacific, by the allied fleet. When the fleet arrived off that port they found the town deserted and the fortifications dismantled.

Santa Anna left Mexico on the 9th inst.,.with an escort of 2,500 men. Ho signed his abdication at Perote, and embarked on the 17th, at Vera Cruz, for Havana.

Two days after leaving Mexico, seven or eight hundred of the escort revolted, killed one or two officers, and joined the insurgents under Alvarez.

A platform was adopted, constituting General Carre Provisional President, aud La Vega Commander-in-chief.
