We have oftsn wondered at this carelewness, and can only account for it on the ground -that we are just, in a manner, merging from a village into a Citr, which has paused a money-panic to seize th«» mass in such a way as to create a split, each ibsolving himself from all ties which bsve connected them together *a*brothere of a village, and have coucluded to *'go it on their own hook 1"
Notwithstanding the failure of otr citizens to oelebrate the day, in a becomlng manner, yet the different picnics will Afford some amusement for the curious.
Oniifi the Fire Companies will be out on-parade, in uniform. The Tfimple of Honor hold iPpfcnic nccr Fort Harrison. They will go up to the Fort on a Packet. One of the Bands will accompany them.
The celebration on Otter Creek Prairie wil', uud«mbte(Hy, be largely attened by our citizens. Cul. R. W. Thompson delivers the oration., wliich fact. Alone, is sufficient to draw an immense crowd together.
Many, perhaps, will go to Charleston, where a grand celebration will take place.
Thus will the day be spent by our citizens, in which we wish them "lots of fun," and a safe return to their homes.
S& John Markle, at No. 3 Early's Buildings continues to give enticing bargains in excellent Ready-made Clothing, adapted to the season. He has also on hand a fine assortment of Jewelry and Notions, which he will sell at very low prices. Those desiring any thing in his line will find attentive and accommodating young gentlemen in attendence, who will take great pleasure in exhibiting the stock on hand,

Those places are watched closely, and the matter will be brought before the Mayor when it is least expecteu. So look sharp—these fellows cant screen you always, if they are not permitted to testify against you.
Proceedings of City Council. Crrr Hall,
Geo. W. Shaffer, Counoilman elect from 5ih ward, appeared, was sworn, aBd took his seat.
The City Treasurer, Marshal and Sexton made their reports severally, which were adopted.
Commi tee on streets made a report, and offered a resolution, which was adopted, to grade Wabash street, so as to carry the water to the river.
The Committee on the Fire Department was instructed to arrange the conductors of the Universalist Church, so 's to convey the water therefrom into the cistern in the vicinity.
Street Commissioner's report read and referred to the Committee on Streets.
Market Master's report (lower market) was read and approved. Henry Copeland was elected Market Master for the Lower Market, and his bond being filed and approved, Ife was sworn in'.o office.
Mr Madison offered a resolution, to take into consideration the expediency of regulating the sale of fire-wood by ordinance, adapted.
Council, after allowing sundry bills, adjourned.

In speaking of the T. H. & Alton Railroad, he says: "Our transit over the Railroad was pleasant—nothing to mar the pleasure ofthetiip. The Conductor, Mr. Van Brunt, was attentive and p»lite. In tact, we like him better every time we fall into his company, when bis duties will at all permit his kind attention to passengers."
