The Courier has been asked several tiiaes wh it is that the Stftte University adTertises ftuiUoa free" and then charges $6.00 pec quarter for each student. Heretofore it was $5.00 for' preparatory students, and $100 additional for library fee which was optional with them that is, they could pay the $1.00 and use the library or keep the $1.00 and do without the library. So few paid the extra fee heretofore that now it is made compulsory, and all preps must puy $0.00. This amounts to $13 a 3rear each for ail students, which sum wculd more

There was a cold, drizzling rain which kept up till Tuesday morning, and then it cleared off, but the atmosphere remained uncomfortably cold. When the people went home from the Opera House Monday night you ought to have heard the kicking. It was as dark as a blind -negro looking for a black cat in a dark alley on a cloudy night, and the electric lights were out, yet it was but 10 o'clock. The city pays a big price about 3S a month for lighting the streets, and it ia a good investment, but on a dark night ia when the lights are wanted and can be
best appreciated. It makes no differanoe if the Cherry Pectoral or Anti-Bilious Pellets almanac says the moon ought to be out if it isn't out the lights should be burning. An old citizen who has been kicking hard says that several of the electric light stockholders are members of the City Council. That may be true, but it would be a matter of a very few cents with them if the lights we.ie to miss occasionally, and the' are too honorable men to take such advantage of their posi
tions. But there is something wrong smewhere, and it is hoped that the matter will be remedied.

si en. The display of poultry is good, but mechanical hall and agricultural hall are not well filled, althoug there is a good displaj' of vegetables, fruits and table luxuries in the latter. The speed ring one-third of a mile around is in a fine condition. The Judge's stand has been moved further South, and opposite it is the natural ampitheatre of rising ground where hundreds can have a line view of the entire track and
and partieulary the ho me-stretch. The side attractions, which con
tribute so much toward the liveliness to the surroundings are nGt numerous, but are picturesque and noisy enough to acid brilliancy to the show. There is the Battle of Bhiloh, The Merry Go-Around, ihe Wheel of Fortune, and numerous other minor attractions. There are no rambling schemes of aav kind
on or about the grounds, and efficient police force (inclt ding offensive partisan postal clerk John Riley) on
the grounds to keep the best of order. There is good number of entries in the speed ring, but the Bloomfield Fair, and the large premiums offered there, somewhat interferred with tjliis important attraction. The Directors concluded to extend the fair over Saturday. Wednesday's program came off Thursday, and Thursday's oaFriday,and Friday's on Saturday. The latter cousists of Running Races, Grand Parade, and other special attrac
tions.
