With this article, I wilKclose these communications for the present, asking tlie Committees to go to work, and get the twenty-five free holders in each township, that the-county Commissioners may fix

Dho times, when the voters of each

township may indicate their wishes,

for or against the proposed tax.

I have stated what b the law on

this subject, and shown how fully

it guards the interest oi the tax

payers, in this, that no part of the

tax can be paid to the railroad company, until an equal amount

has been expended by it in each township, to the amount paid to ife, and that one half of the tax must he withheld from the company,

until the road is built, and the ears

running over the entire road in each

township. one questions the

great benefit of the road to our

county : to each and every part oi

it. I, therefore, need not again

refer to its benefits, but wul con

tinue the subject I have touched

upon, in my communication to the

Telenhone of this week. That

subject is this, that all of us have

two duties to discharge one personal

to ourselves; the other, as citizens,

to the public.

The last of these duties often

bear not pleasantly upon the first

for we may have a personal object

to accomplish, when a public duty

demands our aid.

T illustrated this fact in the

Telephone by reference to the school

tax paid by my father and mother and myself, and showed how little personal benefit we received by the

payment of school taxes for 53 years. But I stated how ample

was the compensation to myself,' in

the consciousness of knowing that in

my native town there are two large three story brick buildings in which

is the High School, having annually taught there from 900 to 953 pupils nearly, where in myboyh.ood, there stood a log school house about 20 feet square in which school was taught occasionally, by iueompetenl teachers, without any comfort or conveniences.. I do not suppose, for a moment, that I have more public spirit than other citizens; on the contrary I am well assured that they will share with mo the pleasure of aiding in the great work for the public good we now have before us,

in the proposed St. Louis and Cin

cinnati Railroad. I have Ions

hoped for this work and now it has

come to us. Upon no citizen will

the tax press harder than myself.

for with all our citizens I feel the? calamity of this gross mismanage ment of our town and county finances. But the old clothes must be patched, and m ado to last an other year, whiis't paying the tax. But a citizen complained to me that he has to pay out about $G00. for the northern turnpike over which he travels only two and a half mile3. He is in the full strength of manhood, and is living en a farm of 324 acres, bringing him a good income. Now allow me' 'to -contrast my situation with his. pay more taxes than he, eh icily on

unproductive lands, made so . by

the exorbitant demands of labor and ! am too old to work longer. -Just before the northern turnpike was built, I was required to grade, pave, and McAdamize before my .town property on Walnut street, at a cost of $755. I never use the street, whilst the citizen when he

rcomes to town travels over it. But

more still. I was illegally assessed for the making of the turnpikes, never using any of them, whils't Le is not, but only for . the road he travels. ' Who has a right to complain ho or I? In what then do we differ? I am accounted an infidel ; I rejoice that I am so called, for it shows, I do not consent that any church or any preacher shall stand betweeiv myself and my creator. I have studied the scriptures carefully for years, that I might draw from them a direction for my' life. I have found it in the life of One who forgetting self, labored for the

Ex-Senator and Judge Davis in speaking of the local newspaper said: Each year every local paper gives from $100 to $0,000 in free lines for the benefit of the community in which it is located. No other agency can or will do this. The local editor, in proportion to his means, does more for his town than any other ton men, and in all fairness, man to man, he ought to he supported, not because you happen to like him or admire his writings, but because a local paper is the best investment that a community can make. It may not be brilliant, nor crowded with great thought, but financially it is more of a benefit to a community than a teacher or a preacher. Understand us, now ; we do not mean morally or intellectually,1 but financially, and yet on the moral question you will find the majority of the local papers on the right side. To-day the editors of local papers do the most work for the least money of any men on earth .
