A TAX-PAYER TALKS. Editor Courieu : To say that the people of Monroe county, in the good State of Indiana, are at this time in a state of very considerable excitement, is but to state a .fact in very mild terms. And to say that they have no cause to be excited, would be to

ignorance of county anairs as now administered. ' :' Several very large appropri

ations of the county board, in

the recent past, are of such a

nature as to admit of but little

justification. Iso one can claim

that they can be ot more tnan very remote benefit to the goner-

auty oi me citizens 01 wie oyuuty. To specify some of these appropriations, I know, will lay the objection liable to much misrepresentation and much abuse in certain qusft-ters. But to be still under cuffs is but to invite kicks. If the people permit themselves to be taxed without law now, they may have to submit to it in violation of law not in the far future. Now where is the law to justify the Commissioners of Monroe, or any other county, in appropriating money for any other than county purposes? And who can claim that the work now being carried on in the public square, at a cost of thousands of dollars, who knows how much,

is a work of county utility ? Who asked it ? Were the people anxious- to invest their money in that direction ? I know it is said that what

benefits one is good for all. That

may be true in the good time coming, ofc which poets love to sing, but it is lamentably false now. ' Again, the Commissioners, in their largeh eartedness, have do

nated the magnificent sum of

fifty v thousand dollars to the State of Indiana, for the purpose of re-building her, the State's, University. "Now without stopping to inquire whether this gift was a wise ene or not, for that is a debateabie question, where did the board get the power to make it?

Upon what section of the statute

ia their action based li the law. is on their side let their champions show it. If they have acted without law let the people knew it. You sav the object had in view justifies the means used to

reach it. We were in danger of

losing the University. Well, that is another question which I will not stop to discuss. It is one which has been held over Monroe county for many years to the jeopardy and the detri-

tment of-her other interests and

it is wa question in which, alter all-there be, in more ways than one, bat very little. A will o' the wisp to frighten people. "But whether it be true or not that the University or fifty thousand dollars, one must go, there is a principle here involved which is more sacred than can be any question of mere local interest, and that is, whether or not the people of Monroe county can be taxed without law, and without even saying if yon please. Indeed the whole history of the issuing and sale of these bends, , and the paying of the money into the hands of the college Trustees leads one to suppect that it was done with a knowledge that the tax-payer's rights .were being invaded and a fear that' the wrong might be discovered in time to prevent it. NQWj what is to be done? Let the people take counsel and act prudently and wisely in regard to these things These are not questions of partisan politics and he who would degrade them to that end, is not acting wisely. They rise above parties. They concern every citizen. Surely the line must be drawn somewhere. If we sufier quietly these aggressions we may look for worse t6 come. If it is fifty ; thousand now it may be a hundred thousand next time. If it is lor this purpose now it may be for something else then. If the people would have their business well done they must supervise it themselves. Tax-Payee.
