His was a life, young though 1 1 was, replete with good deeds and true friends; possessed of a more than ordinary mind and .a wa:m, sympathetic heart and nature, he was a pride to his parents, an honor to himself, and left the world hotter by his having lived " in it. count. Eh? The new criminal code has changed affairs in the Mayor's court to a considerable extent. It used to cost $7 45. It now cost $12 fiO. It is uot the city now, but the State has to do with most of the cases, and the State charges moie for her services than the city usuaUy did. The new acts have been distributed, and the Mayor already deals with misdemeanors in tin name of the State. None of the powers of the city officers are lessened by the new law, unless it be the city attorney, in which case the State prosecutor will be one of the number at Mayor's court, as it .is his place to attend to the prosecutions in the name of the State, while the city attorney prosecutes cases hi the name of the city. The Marshal will have the same power to make arrests as a Constable has, and the Mayor has the same jurisdiction in Stale cases as the Justices jjf the Peace hay e, and is entitled to the same fees. The cases in which imprisonment is a necessary part of the punishment, are not within the jurisdiction of Justices, but are transferred to the Circuit Court, which is a dearer place to have misdemeanors adjusted than before the merciful 'Squire, One fine, however, will to sufficient to mee t the demands of justice under the now code, and when the. Mayor sets down his $12 f0 against a criminal, that ends it, and the' Justice cannot have any finger in the pie at ail, and Constables are put to the neeesiMty of making . arrests before the city authorities or not at all. It now will be nip and tuck between the State and city 'officers, j The new postal law now makes the U'iking of a newspaper, and tire refusal to pay for the- same a theft, and liny person guilty of such action is liable to criminal prosecution the same as if he uad stolen goods to the amount of subscription.
