ORDINANCE NUMBER 411 AN ORDINANCE PROVIDING FOR THE NUMBERING OF RESIDENCES AND BUILDINGS IN THE TOWN OF SYRACUSE AND FOR THE REGULATION THEREOF Be it ordained by the Board of Town Trustee, of the Incorporated Town of Syracuse. Koeciueko County, in the State of Indiana, as fellows: SECTION I That all dwelling houses buaineaa and commercial buildings and all improvements other than out buildings and accessory buildlnrs. situated In the Town of Syracuse and fronting on any public street therein shall be numbered. SECTION II That the base or starting point for the numbering of all buildings and improvements required to bo numbered under Section I above shall be the center of Main and Huntington Streets in the said Town of Syracuse. Main Street to be the East and West base street and Huntington Street to be the North and South base street. For the purpose of this ordinance and for said numbering, each street or part of street in the town North of Main Street and running North and Sontb shall have the word "North” prefixed to Ito name, each ntreet or part of street in the town South of Main Street and running North and South shall have the word "South” prefixed to its name, each street or part of a street in the town East of Huntington Street and running East and West shall have the word "East” prefixed to Its name, and each street or part of a street in the town West of Huntington Street and running East and West shall have the word "■West” prefixed to its name. SECTION 111 That for the purposes of this ordinance and for said numbering the first block or square on any street In each direction from either of said base streets shall be numbered one hundred, and the second block shall be num"bored two hundred, and from there on to the end of said street each consecutive block shall be numbered one hundred higher than the block next nearer to said base street. SECTION IV (a) That in each block each full lot or its equivalent shall be different by * from Its neighbor or adjoining lot Buildings facing North and building* facing West shall be designated by even numbers. Buildings facing and buildings facing East shall be designated by odd numbers. The figure "H" shall be added to designate upper floor entrances (b) Where buildings are situated upon one-half lota the building nearer the effective base street shall have assigned to It the number applicable to the full lot and the other buildlnr shall have assigned to it a number larger by 4. (Example: 413 South Blank Street and 417 South Blank Street, the difference In numbers being 4 on one-half lot designations) (e) Where buildings are situated upon one-third lots the building nearer the effective base street shall have assigned to it the number applicable to the full lot and the other buildings shall have assigned to them a number larger by 2 running in the direction away from the applicable base street. (Example: 412 South Blank Street. 41S South Blank Street, and 417 South Blank Street, the . difference in numbers being 2 on one-third lot designations) (d) Where buildings are atuated upon one-half or one-third lota crossing original lot lines the number by which the building shall be designated shall be the equivalent number determined by applying the provisions of subparagraphs a. b. and c of this section. (e) Where the number by which a building shall bo designated can not be determined by any of the provisions of eub-paragrsphs a. b. c, and d of this section, the Building Commissioner for the Town of Syracuse shall determine and assign the number by which the buUdin* shall be designated. SECTION V That for the purpose of this ordinance and tor said numbering, a block on any street shall be from one intersecting street to the next Intersecting street, whether the same be shorter or longer than an ordinary city block, and whether the said Intersecting streets or either of them shall cross ssld street or only enter into end not cross the same. SECTION VI That for the purpose of this ordinance and for said numbering, diagonal streets shall be considered north and south streets or east and west streets ns the cane may be. according to whether their course lies nearest north, south or east and west; those whose course lies nearest north and south Shall be considered north and south streets and those whose course lies nearest east and west shall be con-

Streets lying at an angle of 4* degrees shall be considered north and south streets SECTION VII That hereafter in case of the establishment. extension or vacation of any street or part of street Is said city, the numbering on a part or whole of said street aa the case may be. shall be made or remade to conform to this ordinance. ' SECTION Till That within ninety days after the publication and final passage an* adoption of this ordinance, it shall be the duty of the Building Commissioner for the Town of Syracuse to notify the owner or agent of the owner of each building in the town fronting on aay street thereof to number eald building in conformance with this ordinance. Said notice shall be in writing and the number designated for the building shall be specified therein and the time within which said numbering shall be done shall also be specified. Said notice shall be served upon said owner or upon the agent es the owner personally or by leaving a copy thereof at the last and usual place of residence of ssld owner or agent. If the owner of any building to bo numbered under the provisions of this ordinance shall be a non-resident and shall have no agent in the jurisdiction of the town, the notice for such numbering shall be forwarded to such non-resi-dent by registered mall. SECTION IX Notice to the owner or agent of any building to be numbered under the provielone of thia ordinance as provided for in Section VIII hereof shall grant the said owner or agent at least thirty days in which to comply with said notice. The numbering shall be by either raised or Indented numerals and said numerals shall be a minimum of three Inches in height Said numbers shall be tin a conspicuous place on the outside of the building or premises. SECTION X That hereafter from time to time, a* clrcumatancee may require, in case of the renumbering of any street or In case buildings shell be built or rebuilt or numbers shall be destroyed, or for any other reason buildings shall not be properly numbered, notices shall be given and the numbering required as in this ordinance provided. SECTION XI Upon the failure of any owner or agent of any building in the town to conform ♦- the provisions of this ordinance aft, having received the notice as provided for In Section VIII above, and such owner or agent shall fall, refuse or neglect to number the building or buildings within the time specified in asld notice, the Building CornmUsloner for the Town of Syracuse shall cause the said building or buildings to be properly numbered and the cost thereof shall be assessed to the eald owner or his agent by the Town ClerkTreasurer of the Town of Syracuse. In the event the said owner or agent shall fail and refuse to pay the cost of such numbering performed by the Building Commissioner within thirty days from the receipt of said assessment, the Town Clerk-Treasurer shall certify the amount due from such owner or agent to the Kosciusko County Auditor for collection as taxes. The mailing of said assessment to the owner or agent shat! be taken as receipt thereof by said owner or agent. Neither the Building Commissioner nor any of htn agents shall in any wise be taken to be treepasMcs when numbering buildings under Oie provisions of this section. SECTION XII This ordinance shall bo in full force and effect from and after its passage, publication according to law, and final approval.
