Capitol Report ... By Charles Halleck It’s a safe guess that the average American family has never taken the trouble to inventory in detail—and put a value on—every item it owns, right down to the odds and ends stored in the attic. Now the House Committee on Government Operations has published what is believf d to be the first comprehensive report on the amount and value of all the real and personal property owned by the U. S. Government. But the Committee is quick to explain that it does not guarantee the complete accuracy of its Inventory. The job was just too big. Besides, the report points out, there is room for improvement in record-keeping. So the project is described as “a step in the right direction,” which at least will give the public a better understanding of the magnitude of the federal operation today. Here are some highlights and sidelights of the Committee re - port, with figures corrected to 30 June 1955. Grand total of U. S. assets is given as $207.9 billion. This is the estimated value of buildings, lands, tanks, guns, planes, ships—everything from atomsmashers to a fireplace woodbox, the latter item listed by the Senate; Sergeant at Arms and valued at $5. But the total does not include millions of acres of land considered in the public domain. It doesn’t include national parks and forests. It doesn’t include . the priceless art collections in federally-owned galleries, nor the irreplaceable treasures in such institutions as the Smithsonian. Moreover, the Committee points out, values listed are not current, but represent cost at time of purchase. Lion’s share of assets are under jurisdiction of the Department of Defense—sl2B.7 billion worth, with the Navy being the nation’s biggest property holder, to the tune of $58.3 billion. Running a poor second and third are Treasury and Agriculture, with inventories of $13.8 billion and $11.3 billion respectively. Uncle Sam, the report indicates, is a fellow of very substantial holdings when it comes to realty. He owns 11,777 “installations”—which means land, buildings, structures and facilities, worth $39.5 billion— and that’s a conservative estimate! Number of installations by state runs all the way from 59 in Vermont to 903 in California. There are 206 installations in Indiana, including more than 340,000 acres of land and 9,097 buildings, structures and facilities. Total worth of this real estate is listed at>ss69 million. The Department of Defense leads in the value of its Indiana property, with 21 installations costing $334 million. According to the report, this exceeds substantially Defense establishments in any of the surrounding states of Illinois, Michigan, Ohio, lowa and Wisconsin. The report further indicates that the Federal Government owns 169 hospital buildings, 40 orison buildings and 30 school buildings in Indiana. The U. S. has title to about 1.5 percent of Hoosier soil. This isn’t much compared to the situation in Nevada, 87.1 percent of which is federally owned! In presenting its report, the Committee predicts that future efforts will bring to light omitted properties which will “greatly increase the inventory value of this country’s assets.” BOY SCOUT INVESTITURE Boy Scouts, parents and friends of Troup 28 will meet at the Scout Cabin next Monday night, at 7:00 for the Investiture Ceremony of ten boys who are entering the troop. They are Tom Coy, Mickey Jones, Phillip Kinder, Terry McDonald, Jerry Popenfoose, Bob Otis, Tom Smith, Ricky Stanfield, Raymond Stanfield and Jim Stefanski. Jack Ridings, Scout Master, and Douglas Von Hemert, chairman of the troop committee, -invite all those who are interested in the Boy Scouts to attend the meeting. Phone News Items To Syrs£uee 191
