Capitol Report... By Charles A. Halleck Main topic of conversation in the Capital continues to be President Eisenhower’s willingness to serve a second term in the White House. His affirmative decision is a matter of great personal gratification to me for two reasons. First, it means that the President, having put himself to th? test, honestly feels that he is physically fit to perform the rigorous duties of his office for another five years. Second, it assures the country it can have a continuation of the magnificent leadership President Eisenhower has provided since 1953. » Lacking any significant issues based on the performance record of the Eisenhower—Republican Administration, opposition forces have indicated they will attempt to make political capital of the President’s health record. • We have heard scattered charges that if Mr. Eisenhower is elected in November, the nation will be served by a “parttime” president. As one who has sat across the table from the President in weekly meetings for the past three years, I know better than that. I am certain the vast majority of Americans have come to know the President well enough to be convinced, in their own minds, that he is too conscientious to commit himself to a task he doesn’t think he can handle. I had my first opportunity to see him in action after his heart attack when Congressional leaders were called to the White House .for a conference last December. The session was one, lasting most of the day. At the close of the meeting, I said publicly that, “After observing his actions, demeanor and attitudes, I am absolutely satissied that in the very near future he will be a well man, with a vigor, capacity and expectancy substantially above average.” I also predicted that with his health restored, the President would run again, would wage an aggressive campaign and win reelection by an overwhelming majority. There is a difference between

an aggressive campaign and a barnstorming, cross-country, whistlestop tour. Last summer, before the President’s heart attack, I had a chance to discuss the issue of a second term with one of Mr. Eisenhower’s closest advisors. He raised the question of campaigning, and I pointed out that there would be no necessity for the type of operation carried out in 1952 when the President made 282 appearances over the nation. Dwight Eisenhower has’ now served as Chief Executive for three years. If the American people aren’t familiar with his character and with his program by this time, no amount of campaigning would change that situation materially. No President has done more to keep a nation informed of his objectives than Mr. Eisenhower, and certainly no occupant of the White House in history has been so completely frank about the state of his health. I think the average citizen deeply appreciates such candor, and I can say, from first-hand observation during the past three months, that President Eisenhower is carrying on the duties of his office in the same vigorous, alert and capable manner that he did before his illness. Any suggestion that he would ever deliberately shortchange the people of this country by doing only half a job is just cheap demagoguery. HISTORY SYRACUSE By BenaM Shar* FIRST ORGANIZED GOVERNMENT After the treaties with the Indians in 1832, plans were begun to form the Indian territories in the northern Indiana into counties. The Indiana General Assembly of 1834-35 provided for setting up a Kosciusko County government and defined its boundary lines. County Government ' John B. Chapman, an early settler and first postmaster in this locality, named the county “Kosciusko.” It was named after a Polish nobleman who became an American patriot in the Revolution serving on General Washington’s staff. Dominique Rosseau and Henry Ossem were the first white men in the county. These men were traders visiting the county sporadically and not considered residents. Although history doesn’t give credit to them Crosson and WarcT probably were the first active settlers here. In 1835 Levi Lee laid out Leesburg which became the first Kosciusko county seat. Leesburg had this distinction only a couple of years, for after many disputes the county seat was moved to Warsaw, ifi 1837. This occurred after an effort to cut six miles off the south end of the county had failed. Shortly after the construction of the new log courthouse in Warsaw, it burned down (in the summer of 1837.) The northern part of Kosciusko County was all included in the original Turkey Creek township which was formed June 29, 1836. This composed all the territory in the county to the Noble County line and west to the Marshall County line including the present townships of Van Buren, Jefferson, and Scott. In 1838 these were created out

Turkey Creek Postoffice The Turkey Creek postoffice, according to early historians, was located just north of Leesburg. > John Chapman was the first postmaster. This post office was - actually located in Elkhart County in the 1830*s before Kosciusko . was formed. It was on the line ; between Plain and the old Turt key Creek townships in 1834 be- ■ fore it was moved to Leesburg. [ The first township election . was held in Henry Ward’s office t (Ward’s office was located at the > present sight of Floyd Browers home just back of the Post office) in April, 1838. Early his- ‘ torians referred to the 1838 elec- [ tion in Ward’s office, even the I month, but didn’t tell who was ‘ elected. Perhaps with a little ‘ more research this information > will be forth coming. ; Next weeks writings will be * about the first plotted town in this area and it isn’t Syracuse. l Today’s problems are often the consequence of yesterday’s fool- . ishness.
