If an applicant for renewal holds an operator license he will be required to surrender it before receiving a chauffeur license or public passenger chauffeur license. Wilkinson says this ruling is necessary to help restrain the 15 percent who cause 75 percent of the accidents, and for the protection of the 85 percent who want to see law enforcement for traffic safety.
