CAPITOL (By Charles A. Halleck, Congressman, 2nd District.) Over in the old House Office building in a room which Rep. Jack Andersen, (R.) California, calls the “Chamber of Horrors.” On display are many examples of apparent waste in the buying practices of the Armed Forces. As a result of evidence uncovered by a subcommittee of the House Armed Services Committee. Rep. Anderson has introduced a bill, H. R. 1033, calling for a single catalog of. specifications for all items used by the three branches of the Army, Navy and Air Force. Anderson tells me the subcommittee estimates the savings effected, on the bases of the present ssl billion military budget, could be as much ,as s's billion. ’ The “Chamber of Horrors” exhibit is attracting a lot of attention, and it should. Here are a few items uncovered in the subcommittee’s digging into military procurement practices: Ordinary 25-watt electric bulbs selling on the civilian market for 10 cents are costing the Army Engineers ill cents, the Medical Corps 13 cents and the Signal Corps 37 cents. A specific connector for radio sets costs the Signal Corps 25 cents, the Navy sl. Steel carpenter’s squares cost the Army Engineers $1.48, and the Transportation Corps $4.35. The Navy pays 6% cents a pound for ten-penny nails, the Army Engineers pay 8 cents, and the Air Force 12 cents. The Army paid $8.56 for an olive drab blanket, the Medical Department paid $21.75 for a white blanket, and the General Services Administration bought another for $4.65. According to Rep. Anderson the military uses 15 separate catalogs in its buying program. An investigator for the subcommittee has estimated that “the cataloging program of the Defense Department has cost more than SIOO -million since 1946. Some effort is being made by the Munitions Board to standardize the catalogs, and so far has finished about a million cards. It was found that an ordinary-con-crete block becomes, in military language, “concrete masonary unit, solid.” An ordinary tail light for a car is a “light, special purpose, vehicular,” and the water gauge is an “indicator, liquid quantity.” Recently it was disclosed that .it took a four-page, two-picture brochure to buy dog toenail clippers for the Army and a 5-page, single-spaced list of specifications for flyswatters. Back in the Republican 80th Congress we attempted to bring some order out of such chaos thru service unification. In the House we unified the Naval Affairs Com- ’ mittee and the Military Affairs Committe, now functioning together as the House Armed Services Committee. As a matter of fact, where we had only the Army and the Navy procurement branches before “unification” we now have the Army, Navy and Air Force all going their separate ways in buying supplies. If Rep. Anderson’s bill becomes law it should mark a major economy achievement at a time when we must make every defense dollar stretch just as far as possible. Incidentally, Rep. Anderson, a Republican who has served in the Congress since 1939, has announced his intention to retire at the end of this session. “I simply can’t afford to stay here any longer,” he explains. •‘As things now stand it is necessary for me to be in Washington —ft,ooo miles away from my business in California —for ten months of the year. Plan Forestry Camp For 40 Farm Boys Lafayette, Ind., Feb. 17. — 40 Hoosier farm boys from 14 to 16 years old will receive a week of intensive forestry training in May at the third annual Farm Boy’s Forestry Camp, E. J. Lott, extension forester at Purdue University, announces. The camp will be held from May 25 to June 1 at the Purdue Forestry Camp in the Clark State Forest near Henryville. Lott will be in charge. The Indiana Hardwood Lumberman’s Association through its forestry committee voted during its recent annual meeting to pay all expenses for the boys at the camp again this year. Campers will be selected by county forestry committees in cooperation with county extension agents and local members of the Indiana Hardwood Lumberman’s Assn, on the basis of one boy from each of the first 40 counties to submit nominees. Interest and participation in conservation activities will be the primary consideration. Purpose of the training is to equip the campers to be better leaders in promoting forestry and conservation in their home communities and in managaing the woodlands on their home farms. The camp program is designed to show , all phases of forestry from the growing ot trees from seed to industrial use of the final product, wood. Tree identification, forest protection, tree measurement, woods management, timber marketing, and wood utilization are among subjects to be studied. Visits are planned to local wood-using industries such as sawmills, veneer plants, and plywood manufacturers. These trips serve to illustrate the value of wood as a basic resource, as well as to heighten interest, "Lott points out. 4-H Adult Leader Schools In Progress Lafayette,, Feb. 19. — A series of 2)4 district training schools for adult leaders of 4-H clubs are now in progress. The first school opened Feb. 12, at Terre Haute and the majority of the session will be held the latter part of February and early March. Sponsored cooperatively by Indiana Rotary and Purdue University Agricultural Extension Service, the conference program will feature dislussions on projects to fit individual club member, parent cooperation, program planning, project information and methods of teaching. This year the overall club program will be presented by a new feature. A flannelgraph which uses a large “paper doll” club boy is assembled. Each article of clothing put on the boy symbolizes some phase of the club program;-such as the shoes represent the club projects. The flannelgraph was designed by Miss Ruth Heitz of the club staff
