Not far off was the Senator from Alabama, Mr. King congratulating the President upon the glorious events of the day. In the vicinity, was the Senator from Missouri opposite, Mr. Benton. There he stood, with a curled lip and an angry eye, gazing upon the Senator from South Carolina, and exclaimed aloud, "He a statesman! whv, sirs, he never invented even a humbug!" Roars of laughter. In the centre of all, and as the common spokesmanstood the Senator from Pennsylvania, Mr. Buchanan and making it may be pardoned me for supposing a speech to the President, and in these words: Here Mr. Clay put a most excellent speech, and a well spoken one, in the mouth of the Senator, and addressed to the President. 1 he whole scene was truly dramatic, and the dramatis persona had their parts played for them, so that each Senator not only recognised himself, but was amu ,ed at the figure he cut before and around the President. Rumor has really a thousand tongues in this goodly city and she wags each tongue, jade as she is, like the queen gossip, presiding at the tea table, where ancient spinsters are sipping their nectar. Her stories, however, are but the crude suggestions of bar-room politicians, and it is in vain you seek for a respectahlo nnthm'irv tn sustain them. Put no faith in them!

Congress, is every thing is uncertain. That it should be so, is bad, and portends, as I fear, evil. The duty of the Whigs is to be prepared for any
emergency, by never losing signt or me great. .nnnples which have united them, or forgetting the source from which they have derived their present power. Mr. Rives is the only Administration Senator who from appearances, will sustain the President in a second veto, should it come. With all the rest there is a deep and abiding hostility to the veto principle. Mr. Clay has expressed his opinion to-day that the bill will not be vetoed. Others believe the same thing, and base their belief upon the official documents from the Executive, and the Executive Departments, and what has been understood to be his opinion from the first. lands surveyed and ready for sale since March, 1341, represents an aegregate quantity of 3,409,567 acres surveyed and prepared lor market, not yet advertised for sale. . , The notes appended to the report show that, of the aforesaid aggregate, the greater portion, lying in eight States and Territories, is suspended (amon other causes) either by the operation of law, being
lead mineral, or by reason ot not peing awacnuu iu 'ny land district, and which therefore cannot be offered for sale Until the action of the Legislature shall positively so order: One or the other of these causes hold up all the tmoffered lands in Indiana, Missouri, Alabama, Wisconsin, and Iowa. '. In Illinois, we understand, that, with the exception of 100 000 acres, the residue of the 1,053,346 acres represented in the table are lands which were once proclaimed for sale on the 18th of February, 1841, to be offered in the present month, but which were withdrawn from market on urgent representations from the inhabitants of the detriment to them which would ensue if the sale was insisted on. The honorable Senator from Missouri, in his remark on the report of the Commissioner, is reported in the "Globe" to have said "that these returns confirmed what he had suspected, that the lands were kept out of markt3t for the purpose of creating a deficiency of revenue, to be supplied by loans and taxes, and to create a larger fund for distribution under the land bili," &c. &c. , , It is therefore very evident that the explanatory notes which were appended by the Commissioner to the table referred to, had escaped the notice of the honorable gentleman, and they are now published for the information of whom it may concern. It may be added that the table shows a 'arcre quantity of surveyed land in Michigan, 2,089,098 acres, opposite to which no note has been made. As showing the probable availability to the purposes of revenue of lands in that State, it is to be remarked that, of some millions of acres offered for sale in the last year in that State, only hfew hundrtd acres, we understand, were bought up, and those at the minimum P"Ce' ABSTRACT OF THE REPORT. It has been found desirable that the terms should be regulated that August and half of September may hereafter be passed in vacation. The Seminary will consist of two departments. In one all the branches appropr iate to common schools will be taught, including vocal music. In the senior department instruction will be given in the usual branches of a liberal academic course. Any scholar may take lessons in vocal music without any additional ex pense. There are no incidental charges for any thing except breaking glass or otherwise injuring the property of the Seminary. Slate library Notice again!!! fiOR the information of thoae who may yet hare ohtJ? er Books belonging to the Slate of Indiana in their possession, or may know where such Books are, a list of those missing is published below. I sincere ly trust that those who have Books belonging to the State will not disregard this notice, but will return them immediately. Those knowing where State Books are, are requested to inform me so that I can obtain them. It may be some of the Books outmay not have the words "State Library" in them, or, as I have found, with those words effaced and others written id their place. This is one reason for publishing a list of missing Books. It will be seen by the list that many of the lost Books render useless whole sets of very valuable works. Take for example Rees' Encyclopedia Americana. The 17th volume is missing; consequently a set of 47 volumes is broken. Who can have this Book and not know that he is not the lawful owner? This is only one case out of many. Give the Books up and you will feel better, and the State will be much accommodated. I hope this will be the last time I shall have to prespnt this matter to the public in this manner. I trust those persons who stand charged with Books, and to whom I have written and spoken on the subject will attend to their delinquencies, or I shall hove to put the law in force against them.

LAW DEPARTMENT CINCINNATI COLLEGE. rpHE course of instruction ia this Department, commences on A the first of November, and continues 4 months, exclusive of a short recess at Christmas. There is Rn exercise each day; first in the Principles of Law consistins of recitations, lectures, and examinations; and secondly, in the Practice of Law embracing the discussion of the various forms of legal instruments and Judicial proceedings, together with exercises in the Moot Court The whole course is arranged and conducted in a mode suited to beginners, and with a view to include, as far as possible, a general outline of the law in a single session. The terms are $50 for the session, pavable in advance; and no deduction for part of the time. This has no reference to the office tuition, for which students can make their own arrangements. The requisites for the
degree of Bachelor of Laws, are, that the candidate snail auena at "least one session, and shall pass an examination to be made by a committee of legal gentlemen designated by the Board of Trustees, and instructed to consider the standard of qualification for a
degreee the same as for admission to the bar. y extra cnarge of $5 is made for a Diploma. Students can have access to a good Library, and the Courts are almost constantly in session In the City.
