This fsct is believed by the Democratic States of New York and Kw Jersey ; and it is not probable that the citizens of those Statea will submit to ny unconstitutional enactment of a Congress whose powera are gone, and whoxe unconstitutional measures will be repealed by the Congress which assemble! in December next. The President and his intimate friends here are grestly worried and displeased about Butler'a recent speech in New Yoi k. It will be remembered that on being dismissed fron his command in New Orleans. Butler came here, and remained for eeveral day. c:oely closetd with the Preai.lent and Seward and Stanton, and was fully informed in regard to all the future plnns and secret designs ot the Administration. That he should go and divulge those - serct plans at a public meeting, was not for a moment expected ; yet this is just what Butler has gone an l done. In this speech, it is not Butler that apenkg, but the President and his ArimJ' :ration. And what de they say? Such'was the substance, and nearly the very words, of what Butlei aaid. It is the plan of the Administration for the conduct of the war ; an.: these are the principles upon which the Administration is conducting tb war. No good citizen can read the rewlatiot. of these atrocious purposes, without horror ; and it is a consciousness of this fad that has made the President so angy with Butler. la it not time, though, now that the hideous purpose of tho Administration are openly avowed, that the people should demand that the war should stop ? It is vowed that the war is not a war for the Union, not for reconstruction of the Union, but for the emancipation of the slaves, the confiscation of the real estate of all the Southern people, and the anni hilation of all the Southern people, and the annihilation of all the Southern States.
