That in opposition to measnres of this kind we desire to interpose the peaceful and powerful aent, the ballot of a free people. and say in the lanaju.iie of another, ' We will neither surrender our rights nor forsake them. W will maintain our constitutional liberty at all hazards, nnd as a necessary step towards that end, we will maintain the Union in a like manner. We are for the Constitution a it is, and the Union as it was. 7. That, in the language of the resolution of the conservative memborp of Congress, the doctrine of the Secessionists and of the Abolitionists, as the latter are now represented in Congress, are alike inconsistent with the Constitution and irreconcilable with the anity anl peace of the country. The first have already involved us in a civil war, any the others (the Abolitionist) will leave to the country but little hope of the speedy restoration of Union or peace. 8. Thatthie Convention denounces, as unwise and unpatriotic all organizations, secret or open, having tor their object the nulification of, or resistance to, the laws of the State or of the United States that oppres ie laws and unwise legislation find their proper correction only at the ballot box where a change of legislators will produce the vrished for reform of bad and odious laws, and to that tribunal only will the patriot resort in thir hour of hii country's trial- We hold as sacred and hi ndini evorv enactment till re pealed or declared nugatory by competent legal authority. 9. Then the happy accord of the Border ttate Union men of Kentucky, Maryland. Missouri, and Western Virginia, with the Democratic deletion in Conzrcss. in their joint efforts to arrest the tide of fantieism in both Houses, has filled all National hearts in this State with sentiments of deep affection for our brethern of those callant Commonwealths, and we hereby pledge to them and the country our best efforts to secure the councils of the nation, statesmen who will labor to restore the Union of the States on the bast3 and in the spirit of our matchless and revered Constitution. 10. That the people of Indiana, haviuinhibted, by the State Constitution and law, the entrance of free negroes and roulattoes into this State, and as the present disturbances on our border are likely to brin in an influx of that population from neichborinc States, we respectfully ask the public authorities of Indiana to see that the Constitution and laws are properly enforced on that subject. When the people of Indiana adoptod that negro exclusion cliuse by a majority of nt'rtsiy four thousand tries, they meant that the honest laboring white men should have no competitor in the black race that the soil cf Indiana should belo"? to the white man, and that he alone was suited to her free institutions. 1 1. That the people justly view with a'arra I the reckless extravagance which pervades every department of the Federal Government; that a return to the rigid economy and ac-j counatbility is indispensible to arrs the systematic plunder ( the public treasury by favored partizans. while the recent startling development of frauds and corruptions at the Federal Metropolis show that an entire ehanxe of administration is imperatively demanded. 13. That we approve of and indorse the reaolotion' drawn by Hon John J. Crittenden, and adopted by the conservative members of Congress on the 22d day of January. 1861, as a clear and jost declaration of the objects whieh ought to be had in view bv the American people in the present fearful emergency of their national affairs. 13.
