The decision arising in In. diana pointed out that in order to support a hair regulation or a dress code it must be within the school’s competence and be adopted to avoid substantia] disruption of school discipline. Thus, although the Supreme Court of die United States has so far refused to rule on this issue it is fairly obvious that with the division in the Circuits now existing the United States Supreme Court will have to rule on the “hair issue” thereby recognizing that it has become a substantial federal question.
