John Neff, on the other hand, voted in 1965 for H.B. 1272 which would have reduced the penalty for criminals convicted of rape. Neff also voted for H.B. 1054 to abolish capital punishment for murderers. * Dick Lugar and other West Side Republicans have fought in the Indiana General Assembly and in the courts for the independence of Speedway and the Wayne Township Schools.
