Stream Pollution Control Board State of Indiana 1330 West Michigan Street Indianapolis, Indiana 46206 Attention: Mr. B.A. Poole Re: Application for State and Federal Grant Funds for Sewage Works Project Gentlemen: Your letter of July 27, 1970 regarding our Application for State and Federal Grant Funds for a sewage works project at headway is hereby acknowledged. Your questions and comments have been reviewed with our engineers and we wish to reply as follows: 1. In connection with your reference to regional planning, it is our understanding that the current master plan of the Indianapolis Sanitary District does not contemplate the abandonment of the Speedway sewage treatment plant. This has been discussed with Mr. Harold Hager, the consulting engineer for the Sanitary District who is currently updating the District’s Master Plan. Mr. Hager has stated explicitly that

the development of the Master Plan for Sewers (including implementation of this plan through design and stage construction to date) has assumed that Speedway would remain as an independent system. In discussion with our engineer, it has been noted that a “regional plan” does not of necessity limit itself to one plant or to plants of any particular magnitude. In the case of Marion County and environs, it would seem that the most important parameter would be whether or not a plant located in Speedway can properly protect Eagle Creek for its intended uses. In this respect, please note that the low flow augmentation provided by Eagle Creek Reservoir produces a minimum guaranteed flow below the Eagle Creek Reservoir for dilution purposes of 2.5 MGD, or a ratio of wastewater flow (at design value of 7.5 MGD) to stream flow of 3:L In comparison, the combined design capacities of the Belmont and Southport plants of the Indianapolis Sanitary District (176 MGD) is 6.18 times the low flow of the White Ri-
