Winning first place was Captain Robe r t Stierwalt of the Speedway Police Force. Bob competed in the Town Marshal Division, shooting 84.8 out of a possible 100%.This is exceptionally good shooting and tough competition, with Beech Grove and Lawrence also competing against Speedway. The Speedway Special Police (Reserve) Force lost five members last Saturday. Why? First of all, we think the whole situation has become blown all out of proportion. True, the seven members (two members are yet to appear before the Police Board) did not like the patch because they stated it brought on additional abuse by some of the general public. They claimed it belittled and downgraded them in the eyes of the people. Possibly they are right, but we think them wrong. Granted,these men have gone through a great deal of extensive training and are probably as well trained as any Reserve Police Force in the state. They willingly gave many hours of their time riding with and helping the full time Speedway Police officers. They brought much of their own equipment and helped greatly in May at race time and other special details. But let us not forget one fact - they are Reserve Police and hold other full time jobs. Police work, in a way, is something of an off-hour job to them. These Reserve Police have the same power of arrest as do the regular police. Still they are not full time police. Full time Speedway Police spend three to four thousand hours a year at their chosen profession. On March 14, 1969 the General Assembly passed House Bill 1319 stating all Special Police (or Reserve) must be distinguished from Regular Police. This could be done by white billed hats, white stripes on their trousers or different colored patches, etc. Our Police Commissioners decided on a small 3/B** patch saying, “Reserve**, to be worn on the left sleeve under the regular Speedway Police patch. This patch was agreed upon by the chosen representative of the Reserve Police in a letter signed over the signature of Jack Leo, a Reserve Police Officer, which stated in part “Reserves will add this patch to uniforms with no objections.** This letter headed Special Meeting, Wednesday, April 23, 1970 at 6:40 p.m. In their oath of office each Special Police Officer swore (in part) “to obey orders from my supervisors and follow the directives and policies prescribed by the Speedway Metropolitan Board of Police Commissioners, so help me God.** The Speedway Police Board didn’t even have to consult the Reserves as to the patch. They could have changed the entire patch anyway they wanted, but chose to give the Reserves a voice as to their preference. This, the Reserves did. In the state law, Special Police Officers may be dismissed on the authority of the Police Board without cause being shown. Our Police Board chose, instead,to give each Reserve member under suspension, a choice before suspending them, to give a yes or no when asked, “will you wear

The Board of Police Commissioners stated that Speedway still has 17 Reserve Police will rebuild its Reserve Police Department. In no way were they trying to get rid of these officers. If they, the Reserve officers, had decided to wear the patch, the whole matter would have been resolved and they all would still be Reserve Police of Speedway today. We believe it all boils down to this: Is the Police Board taking orders from the Reserves or are the Reserves going to take orders from their Chief of Police,xhogets some of his orders from the Board of Police Commissioners? Thanks to those five men who served the Town of Speedway well. Certainly, it is a shame that their 51 years of service has to go down the drain because of a 3/8” patch that says, “RESERVE.” Speedway Library News
