Indianapolis, Indiana, in these conventions the Republican and Democratic Parties picked their candidates for state office, adopted their party platform and disposed of other business which comes before the conventions every two years. Many people do not quite understand the party conventions In Indiana because they come from areas where candidates are selected by a direct primary election. This was once true In Indiana, and it has been proposed at different sessions of the Legislature to return to a direct primary wherein our principal candidates are selected by a direct vote rather than by a vote of delegates who are selected to represent our citizens. Under our present system, each major party Is entitled to elect one delegate and one alternate delegate for each 400 voters voting In the previous election In their party. These delegates are apportioned by the county election board among the precincts, wards and townships of the county as equitably as possible to Insure that each voter In his party has fair representation. At these conventions the major parties picked their candidates for judges of the Appellate and Supreme Courts of Indiana, for Governor and for United States Senator, and for all other state-wide offices. In addition to the candidates for office, the major political parties also pick delegates to the National Convention of their respective party and Presidential electors In Presidential election years. One of the Important functions of the convention Is to give a forum for the parties to adopt their policies and platforms for the ensuing general election to place before the voters their position on Important matters. Since the political parties by law In Indiana are given the power to Hx the date of their biennial conventions, the leaders of the respective political parties are also given an opportunity to demonstrate their Hoosler good common sense In this regard. It Is not uncommon for the party leaders to meet and select dates very close together for the respective party conventions so that the same facilities can be used and even In some cases expenses shared between the major political parties. Any person who will state under oath that he belongs to the particular party In question and will support a majority of Its candidates at the next general election can become a candidate for delegate to his party convention. He must Hie a petition with the election board signed by ten legal voters of his party demonstrating his eligibility to be a delegate and then be voted upon In the primary election by the members of bis party.
