Speedway Citizens Reminded To Vote On Police Referendum The Civic Improvement and Community Betterment Committee of the Speedway Lions Club would like to remind the people of the town to vote on the important Referendum that pertains to Speedway only. The Referendum wiU appear on the baUot on November sth in the upper right hand corner of the Voting Machine. The question will be stated as follows: “DO YOU FAVOR THE ESTABLISHMENT OF A BOARD OF METROPOLITAN POLICE COMMISSIONERS AND THE ABOLISHMENT OF THE OFFICE OF TOWN MARSHAL?” The word metropolitan means a growing or expanding town. Metropolitan does not mean the combing of police forces or imply any involvement with any other governmental unit or subdivision, such as, Indianapolis or Marion County. A yes vote by you means that you favor the Town Board of Trustees appointing an administrative board of 3 citizens from within the town to serve as a Board of Police Commissioners. A yes vote also means that you favor upgrading the town Police Department by aUowing it to be set up and to operate under the statutes of the State of Indiana as a true Police Department. Remember to vote is this important election. Also, remember to vote on the Referendum if you are a legal voter within the Town of Speedway.
SUMMARY OF ARGUMENTS FOR AND AGAINST LOCAL REFERENDUM ON ABOLISHMENT OF THE OFFICE OF TOWN MARSHAL
FOR 1. A Three man bi-partisan police Board will administer the police department. 2. A grievance procedure would be established for policemen. 3. Speedway policemen will be more professional no longer just deputies. 4. Policemen will be eligible for the police pension plan the Speedway firemen are already covered under a similar pension plan. 5. The Speedway Town Board would appoint the police commissioners, and the police commissioners control the police department. 6. Plainfield has successfully operated under a police commissioner system for several years. 7. Speedway as a Town of approximately 13,000 citizens. We need a more efficient police system than we now have. 8. The present Town Marshal and his deputy policemen have requested this change.

AGAINST 1. The Town Marshal has the authority to run the police department alone, without diffusion of authority, except for his accountability to the Town Board. 2. A separate taxing unit will be created. 3. The police pension plan will be more costly than the present pension plan Public Employees Retirement Fund for policemen. 4. Policemen will be eligible for a pension upon retirement after twenty years of service. The Speedway Town Board presents these arguments since the law requires you, the citizens, to decide a change in the form of police administration by referendum vote. LOOK AT THE UPPER RIGHT HAND CORNER OF THE VOTING MACHINE AND VOTE ON THIS REFERENDUM ISSUE ON ELECTION DAY, November sth.

Terry would like to thank all of her friends for the many cards, letters and phone calls she received while training in California.
