William G. Batt Sanford P. Hunter, President of First Bank & Trust Co. has announced the promotion of William G. Batt, 5738 Brockton Court, Apartment 5, to the position of Assistant Cashier. Batt worked as an Operations Supervisor at the Main Office of First Bank & Trust before being promoted to his new post. He is a graduate of Broad Ripple High School and Dartmouth College, where he also earned his Master’s Degree, and has attended Indiana University Law School, Indianapolis Division. He is a member of the First Friends Church and is VicePresident of the Dartmouth College Alumni Club in Indianapolis.

with the Work and Needs of Overseas Missions and the forecasts for the World Church. The Rev. Eugene Stockwell is the assistant general secretary for program administration in the World Division of the United Methodist Board of Missions. In that position he works in coordinating the administration of United Methodist Mission work in 53 countries overseas. The World Division has about 1500 missionaries around the world and an annual budget of about $23,000, 000. He is the author of “Claimed by God for Mission,’ the 1966 Methodist study book used extensively through U.S. Methodist Churches. A combined minister and lawyer, Mr. Stockwell came to the Board staff in 1962 after 10 years of missionary experience in Uruguay. He was assiged to start a Methodist congregation in the city of Salto in 1952. During his 10 year pastorate, the congregation grew in numerical and financial strength. Born in Boston, Mass., of missionary parents Mr. Stockwell is the son of the late Bishop B. Foster Stockwell, who supervised Methodist Work in Chile, Peru, Costa Rica and Panama. A cardial invitation is extended to members of the community to worship with us on this important Sunday and later join in the second Session of the ‘College of Christian Living*, when Mr. Stockwell will be the speaker.
Local Referendum on Office of Town Marshal
Residents of Speedway will vote in a local referendum on whether to establish a board of Metropolitan Police Commissioners and abolish the office of Town Marshal. The word metropolitan means a growing or expanding town. Metropolitan does not mean the combining of police forces or imply any involvement with any other governmental unit or subdivision, such as, Indianapolis or Marion County. The police department would remain under the control of Speedway appointed officials. Our neighboring town of Plainfield has operated under the metropolitan police commissioner system very sucessfully for the past several years. The main advantages to you as a. taxpayer would be: 1. The police commissioners would be responsive to the citizens, since they will be appointed by the Town Board from citizens from within the town. 2. The police board would be concerned with the detail of administrating the police department. This would mean that the police board would be responsible for the selection of department personnel, budgets, equipment and operating policies. This should result in more value to you as a taxpayer for your tax dollar. 3. The police board would act as a hearing board in the case of grievances or disciplinary action

police department. 4. The police board would appoint and set salaries for the police chief and all policemen. 5. The police board would relieve the Town Board of the direct responsibility and control of the police department. This would allow the Town Board more time to handle the many other responsibilities that must be handled in our growing town. 6. The Metropolitan Police Board type organization would allow our police department to operate and organize as a true police department under the statutes of the state. A yes vote on this important referendum vote will indicate that you favor the Town of Speedway contolling its police department in the framework of a true police department. On September the 11th the members of the Speedway Lions Club voted at their regular meeting to work for the passage of the referendum and to abolish the office of Town Marshal. You as a citizen of Speedway have a choice in determining whether this resolution is adopted. The referendum will appear in the upper right hand corner of the Voting Machine on November the sth. You as a voter must vote this question in to your voting by pulling either the yes or no lever down before you pull the big lever to record your vote. REMEMBER TO VOTE.
