SPEEDWAY CITIZENS TO VOTE ON METROPOLITAN POLICE FORCE FOR SPEEDWAY

The Board of Trustees of the Town of Speedway recently unanimously voted to submit to the legal voters of the town, the question of whether Speedway shall adopt an ordinance abolishing the office of Town Marshal and establishing a Board of Metropolitan Police Commissionners. The Civic Improvement and Community Betterment Committee of the Speedway Lions Club submits this report to the citizens of the town to clarify the meaning of this question. The word “metropolitan” as used in the referendum vote means an expanding town or community. “Metropolitan” does not mean or imply any involvement with any other town, township or the county. Legislature in the early 1950’s passed into law certain statutes to allow growing towns a method for upgrading their police departments. Under the Town Marshal system, the Town Board appoints the Town Marshal, who is responsible for appointing deputy marshals and for the adiministration and operation of the department. Today, the Town Marshal is responsible for a 20-man force and the protection and safety of some 12,000 people in Speedway. The proposed three man Board of Police Commissioners made up of citizens from within the town, would be appointed by the Town Board. The Police Commissioners would then have the power to appoint a Police Chief and as

many persons to serve as policemen as necessary. The Commission could also be responsible for the administration of the department as governed by the provisions of the laws of the state applicable to the management and control of Metropolitan Police Departments in general. Members of the Town Police Department would have the authority to exercise all powers granted to members of Metropolitan Police Departments. The members of the Town Police Department would be entitled to all rights, powers and privileges and benefits under the Police Pension Fund as provided for by the law. The Police Pension Fund is of great importance in the retention of present members of the police force and in obtaining new members for the force. The Town

Board has tried unsuccessfully to establish a satisfactry and fair retirement program for our police force. The latest attempt has been declared unconstitutional by the Indiana Attorney GenenL This means that it is very difficult to retain or attract competent officers for our police department It is considered to be of great advantage to the Town of Speedway to vote to establish a Metropolitan Police Force. The plan would allow our police department to be set up and to operate as a true police department. The department would still be under the control of the Speedway Town Board through the appointed Board of Police Commissioners. The members of the police force would gain on-the-job benefits as well as an improved pension plan.

The people of the town could expect to continue to receive the benefits of a well run, efficient police department at little extra cost which probably could be offset by increased administrative efficiency. Speedway has had this type of administrative board for many years in the School Board. Just recently the Library Board was appointed and the efforts of this board is apparent in the newly built library for Speedway. Each citizen is urged to vote in this important election year and further to consider and vote on the referendum that pertains strictly to the upgrading of our Speedway Police Department. The Referendum will be on the upper right hand corner of the voting machine. You must pull down one of the levers either “yes” or “no” in addition to your

other voting. The referendum will be stated on the ballot as required by law as follows: Do you favor the •atabßshment of a Board of Matropetttan Police Coauntudonan and toa ahotohmaad of too offtee of Town Marshal? At the regular Speedway Lions Club meeting held Sept 11, 1968, the 75 members present voted unanimously to support the creation of a Board of Metropolitan Police Commissioners for the Town of Speedway. A yes vote will indicate that you also favor creation of such a board for Speedway. Additional information may be obtained or a representative will be available to answer questions for groups or clubs by calling 244-9543 between 8 a.m. and 4 p.m. Monday through Friday the week of Sept. 30.
