INDIANA BELL AIDS POLICE WORK Recently in Indianapolis, an escaped convict, who was suspected of robbing a branch bank, was arrested at a blockade shortly after the holdup. His description had been dispatched to police throughout the area. * After a robber disarmed a policeman and a store owner in Indiana, a man answering the description of the gunman was picked up 15 minutes later only a few miles away. Earlier in the year, two suspects were arrested in California and charged with murdering a man in Colorado 48 hours earlier. In all these cases, police communications played a big part in apprehending the suspects. Fast, integrated communications systems are making it harder than ever these days for criminals to keep that one step ahead of the law. National, regional, state and local networks specially designed

for law enforcement needs are helping to offset the mobility of today's criminal, who travels in jet planes and in high-powered cars over superhighways. Telephones, typewriters, dosed circuit television, radio and computer communications are becoming as much a part of the modem police arsenal as firearms. The most exteenstve police communications system is LETS the national Law Enforcement Teletypewriter System. This is a high-speed, fulljr automatic link between six regional police networks, in which messages are lent at 100 words a and quickly relayed front; one end of the country to the other.

The Indiana State Police Department is part of the expansive system. Simply by contacting State Police posts in their area, local law enforcement officials throughout Indiana have access to communication services available through LETS. The teletypewritear was first used as a law enforcement tool in 1927 by police in a few Con-

necticut communities. Tn 1990 an interstate police teletypewriter system connecting New York, New Jersey and Pennsylvania went into service. _ During the. next three decades, many two-point circuits were installed until finally there were six major networks: three in the East and one each in the South, West and Midwest LEIS, put into operation last April, combined these six networks into one notional system. So that messages could be transferred from network to network, the Bell System working closely with local and state law enforcement agencies installed highly-sophisticated relaying equipment at State Highway Patrol Headquarters in Phoenix, Arizona. The Long Lines Department of American Telephone and Telegraph, which coordinated the project provides the interstate connections for LETS. The Bril operating companies like Indiana Bril furnish most of the intrastate circuits. The teletypewri-

tars were produced by the Trietype Corporation, a subsidiary of the Western Electric Company toe manufacturing and supply organisation of the Bril System. Fifty stations, most of then in state capitals, are directly connected to the LETS network. Each has its own two-letter call directing code and can contact one, some of all other stations.

In addition, about 4J500 teletypewriter locations around toe country have indirect access to the Phoenix relay center. Thus, state and local police departments, sheriffs offices, motor vehicle bureaus and special investigating agencies all have a handy, national outlet for their communications traffic. The long arm of the law promises to get even longer. A 48th state, Nevada, win join the LETS system in January. Because switching equipment in the rriay center was designed to accommodate 11 networks, LETS also may be extended to Alaska and Hawaii and may one day indude Canada and Mexico. It conceivably could

be extended abroad. Not only nationally, hut on the state and local levels, police are using fester, more efficient communications to combat crime. In the Indianapolis State Police headquarters, a communications officer mans a voice console that links him with all state police posts in toe state. Each post maintains communications with state police cars and city and county law enforcement authorities in its

Access to the LETS network for all Indiana law enforcement officials is as close as the nearest telephone or police radio. A policnman anywhere in Indiana can stop a suspected stolen auto with California license plates, contact the Indiana State Police who win make a check via LETS with California authorities, and have return information in only a few minutes to tril him whether or not the car is stolen.

Communications improvements in the future will give police more advantages over lawbreakers. High speed data systems will carry information between computerized national and regional record centers and officers in the field. Fingerprints will be transmitted over circuits from state to state. Patrolmen will cany twoway portable radio sets to keep in constant contact wih heir headquarters. Indiana State Police already have

tn a rnmputer in the state office building to obtain drivers license information. Some thought is being given to the possible development of an Indiana law enforcement fetetypewriter system. Local tew enforcement agencies could use the network lor sending “all pointe bulletins” and other written communication. AnMhoi poadhile use would be to quay computer files in Indianapolis for such fotag* as vehicle registrations and stolen vehicle reports. Hopefully, communications technology will make crime pay leas and less.
