ORDINANCE No. 385 AN ORDINANCE requiring travelers on 2 wheel motor cycles. motor scooters and other vehicles of the same general class to wear a crash helmet while traveling on the public streets end thoroughfares within the corporate limits of the Town of Speedway. providing a penalty for the violation thereof. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF SPEEDWAY, INDIANA duly assembled: Section 1. Hereafter for any person operating within the corporate limits of the Town of Speedway, two-wheel motor cycle, motor scooter or other vehicle of the same general class, shall while operating the same wear, on his head, a safety crash helmet, capable of averting head injury.

Section 2. It shall also be unlawful for any person to ride on any two-wheel motor cycle, motor scooter, or other such vehicle as a passenger unless while being transported thereon, such passenger also wears such a safety crash helmet Section 3. Each crash helmet shall be made of a hard crash proof substance of metal or fibre glass with soft padding on the interior thereof, and which covers the head to the base of the skull. Provided, also, that any crash helmet which is approved by the American Motorcycle Association will be deemed acceptable as a standard. Section 4. Every person who shall violate any of the provisions of this ordinance shall be punished by a fine of not more than Ten Dollars ($10.00). Section 5. ORDINANCE No. 386 An Ordinance Creating School Zones and Park Zones and Regulating Speed Therein. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF SPEEDWAY, INDIANA, duly assembled: Section I. There is hereby created within the Town of Speedway, Indiana, an area hereby defined and established as a “School Zone,” and which is defined as that portion of any street, boulevard, parkway or alley contiguous to any educational institution, regardless of whether it be public or parochial, and extending for a distance of 300 feet along said street, boulevard, parkway or alley in each direction from the nearest property line of said educational institution.

Section 2. There is hereby created within the Town of Speedway, Indiana, an area hereby defined and established as a “Park Zone” which is hereby defined as follows: (1) that portion of any street, boulevard, parkway or alley within any public park within the Town of Speedway, or (2) any street, boulevard, parkway, or alley contiguous to any public park within the Town of Speedway and extending for a distance of 300 feet along said street, boulevard, parkway or alley in each direction from the nearest property line of said public park. Section 3. No person shall operate a motor vehicle on any street, boulevard, parkway or alley within a “School Zone” as defined in Section 1 at a speed greater than 25 miles per hour during regular school hours and for (30) minutes before and after regular school hours. Section 4. No person shall operate a motor vehicle on any street, boulevard, parkway or alley within a ’Park Zone” as defined in Section 2 at a speed greater than 25 miles per hour during the hours that the adjacent public park is open for the public.

Section 5. No provision of this ordinance shall be effective until adequate signs are posted indicating the existence of a school zone or park zone. Section 6. Any person, firm or corporation violating any of the provisions of this ordinance shall be fined in an amount not to exceed Ten Dollars ($10.00) for each offense. Section 7. This ordinance repeals any ordinance or part of any ordinance in conflict herewith. Passed and adopted by the Board of Trustees of the Town of Speedway on the 28th day of November, 1966.
