TOWN NOTICE! (Continued from page 1) composed of Lion Club, Jaycees, and other ,Town organization members, fd conduct a study of thp advantages and disadvantages of Speedway becoming a fourth class city. Upon completion of the study the Jaycees will conduct a survey of the entire town to determine the desires of town citizens on this matter. Board President, Lawrence Leonard, appointed Mr. Robert Hoerger, Ward 5, to serve on this committee. A Schoolwood Drive citizen, living directly North of the Speedway Shopping Center, reported black smoke arising from there every night. Objections were raised concerning this problem before but it has not yet abated. Letters have been previously sent tenant of the store from which the smoke originates but without apparent results. The Board requested that a letter be sent to the owners and if the black soot and litter-filled smoke still prevails then an ordinance will be prepared to enforce compliance. The chuckholes North of the traffic light in the Speedway Shopping Center was brought to the Board’s attention. The Board stated that since this drive was not dedicated to the Civil Town of Speedway the Town did not have responsibility or means to force the repairing of these holes. Olin Electric Company will replace Floyd Bilbee, who resigned, on the maintaining of the Town’s traffic signals. The removal of the traffic light at the corner of Speedway Drive and Lyndhurst Drive was directed to be removed.
Representatives from the Town’s Police Department met with the Board to discuss the possible improvement of Speedway’s new Pension Plan. They requested that it more nearly comply with surrounding town’s police pension plans. The Board asked the representatives to bring in comparative data needed for the plan’s improvement. The Town could not implement such a plan retroactively because the funds were not allocated in the budget -drawn up in July of 1963. The Board asked the the officers to □return with further information as soon as available. Water Works Superintendent, Max Williams, returning from Providence, Rhode Island, where he attended a water treatment .school, was requested to report on his trip at the next Board meeting. The Board directed Town Engineer, Bill Francis, and Street Superintendent, Lou Jackson, to conduct a survey of Speedway streets where parking should be restricted to one side. A report will follow -at a later date. Sidewalk improvements in the area of 16th Street and Cunningham Drive was discussed. The Town will contact property owners in this area in regard to the installment of curbs and sidewalks. The engineering fee of 7% of $18,036.80 or $1,262.58 was approved to be paid to L. I. Couch Company for their engineering service on Speedway’s water main extensions for the calendar year 1963. The possibility of an ordinance covering snow removal from sidewalks within a specified time period was discussed, however, no action was taken. This will be on a later agenda. Bids to provide for the pickingup of trash and garbage on the same day will be let Monday, February 24. These bids will be considered on a two-year and/or four-year duration. The Board requested a litter to be forwarded to the Dotlich Brothers recommending that they comply with the Town’s “manhole specifications” before the Town will accept perpetual maintenance on their sanitary sewers and water mains. Rezoning of that land South of the new high school to a classification permitting the erection of garden apartments, a commercial office, and other related structures was discussed by representatives from Crawfordsville Farms. The Board asked the developers to consider several changes and to more nearly layout their traffic patterns, set-back lines, height of structures, storm drainage, and outlets on U. S. 136 and Lyndhurst Drive. A delegation of Speedway’s Senior Girl Scouts attended the first half of this meeting to observe Town Board procedure. Each of the girls was introduced by Miss Carol Stuart.

CIVIC TO PRESENT "ADVISE & CONSENT" The largest cast of the season is now in rehearsal for “Advise and Consent,” presented for the first time locally by the Booth Tarkington Civic Theatre, 1847 North Alabama.
