J.C. JAKE AN OPEN LETTER TO THE CITIZENS OF SPEEDWAY: It has come to the attention of J. C. Jake that on the night of August 27, 1963, a dark shadow came over our town. The shadow’s name was “Lack of Interest.” Yes, Mr. “Lack of Interest” was clearly seen by the citizens of Speedway, in their failure to be present at the Town Nomination Convention. Out of a population of over 9,000 people only 450 interested citizens turned out to select the 12 candidates for the November sth, election. Where were all the people who in the past have stated that the town has been run by a small group? Where were the many people who didn’t want a golf and driving range near their property? Where were all the people who want better water treatment, better recreational facilities and a continued reasonable tax rate? Above all, where were the people, who in a recent survey made by the Speedway Junior Chamber of Commerce, stated that they were not being informed on the functions of the town government? J. C. Jake would like to know, “Where were all these people?” Well, you and I know you were not in attendance at the nomination, probably because many of you were not properly informed. However, it is not too late to act and be heard, no indeed; as Gabriel Heater use to say on his news cast, “There is good news tonight, and the good news to the citizens of Speedway is that on Tuesday, October 29, 1963, at 7:30 p.m. in the Speedway Junior High School Gymnasium, there will be an open Town Forum . . . So, why wait until election-day, November 5, and wonder who should receive your vote. Come, ask your candidates the questions you feel you want answered. Only your sense of civic responsibility and the pride you have in your community will cause you to be present October 29, 1963, at this Town Forum. Notice of Hearing Before Public Service Commission Notice is hereby given to the citizens, taxpayers and water users of the Town of Speedway that said Town did on September 10, 1963, file with the Public Service Commission of Indiana its petition for approval of the issuance of bonds designated as “Waterworks Revenue Bonds,” for the purpose of procuring funds to be used in paying the cost of construction of certain additions, extensions and improvements to the waterworks owned and operated by said Town. Said bonds have been authorized by Ordinance No. 321, adopted by the Board of Trustees of said Town on September 9, 1963, under the provisions of Chapter 155 of the Acts of 1929, as amended, and will not constitute an indebtedness of the Town in its corporate capacity but will be payable solely out of the revenues of the municipally owned waterworks of the Town. Notice is further given that in said petition the Town of Service Commission of Indiana Speedway requests the Public to increase the water rates now in effect in said Town in accordance with Ordinance No. 322, adopted by the Board of Trustees on September 9, 1963. Said petition will be heard by the Public Service Commission in the offices of the Commission, 905 State Office Building, Indianapolis, Indiana, on October 21, 1963, at the hour of 9:30 a.m. (Eastern Standard Time), and all parties interested may appear and be heard. He was also one of the many citizens who fought to preserve the independence of our school system from the Metropolitan school system. Mr. Lind has been employed by the Indiana Insurance Company for 15 years and has had 25 years Public Relations experience. He is a member of the Speedway Christian Church, Speedway Masonic Lodge, Sahara Grotto, Westwood Country Club and is also a member of the Auxiliary Force of the Speedway Police Department. BALLROOM DANCE LESSONS The Westwood Ballroom Dance committee is looking for couples interested in learning to dance. A series of ten lessons began last Monday, to run on consecutive Monday evenings from 8:30 to 10:00 p.m. However, too few couples responded. In order to make it worthwhile to continue the lessons, several more couples are needed to fill the group. Don Carroll will instruct. Tri Kappa Candle Bazaar The theme for the Candle Bazaar being given by Epsilon Eta Chapter of Kappa Kappa Kappa will be “Symphony of Candlelight.” With seven different rooms to be decorated, sorority members have been busy working and planning, and a song title will be used as the theme in each room. The Candle Bazaar will be held in the home of Mrs. O. H. Reich, 1731 Cunningham Rd., on October Bth and 9th, from 9:00 a.m. to 11:30 a.m., from 1 p.m. to 5:00 p.m. and from 7:00 p.m. to 10:00 p.m. New and interesting types of candles and decorating ideas will be featured for use in the home. Friends and neighbors are cordially invited to come and see these interesting and different arrangements and it is not necessary to have an invitation to attend. FOR NEEDY CHILDREN The children are all back in school again, and we presume quite a few of them are enjoying new clothes, shoes, etc., and may have no further use for quite a few items of castoff clothing. Town Board Says This By Dick Canada Citizens present at the Town Board meeting on Monday, September 23, requested reasons for increase in Speedway’s tax rate from $5.92 to $7.20. The Board explained that over $160,000 or 60 cents of the rate increase was due to lack of funds forthcoming from the state of Indiana since the sales tax was declared unconstitutional. Approximately 40 cents of the rate increase was due to additional county assessments while 23 cents of the rate was due to the town general fund increase. The 23-cent increase was equal to the average rate for the town for 1961-62. The zoning for a service station at 25th and Georgetown was reviewed, and the Board advised Mr. Rodgers, the town attorney, to draft a letter of objection to the Metropolitan Planning Commission. The Board announced a hearing for the approval of the issuance of bonds, in amount of $550,000 for the new Filtering Plant, at 10th Street and Eagle Creek, to be held October 21, at 9:30 a.m., in the State Office Building. The Board also designated that its U. S. Treasury notes totaling $60,000 were to be renewed for 90 days. Fittings for a stop and go light at 25th and Lyndhurst have been poured. The light is to offset the congestion of traffic due to the new high school. Traffic control lines are to be painted at the Wheeler school parking lot. Water Works Superintendent, Max Williams, announced that the clamping of mains along West 10th Street was coming along fine and should be completed within 30 days. Two additional men have been hired to speed up the clamping. The Board withheld adoption of recommendations to the Metropolitan Planning Commission on proposed-master-plan zoning. The proposal was held over until the Town Board meeting of October 14. Diversion of Dry Run and Meyer Ditch was discussed.
