NOMINATION RULES (Continued from Page 1) Decisions as to eligibility will be made by the Town Election Board consisting of Raymond Cox, Walter Blase and Ray Oeth. (3) To qualify as being eligible to receive a ballot you must (a) be a citizen of the United States; (b) be a permanent resident of the Town of Speedway; (c) be of the age of 21 years or upwards; and (d) not be disfranchised by undergoing a sentence of imprisonment on conviction of a felony or misdemeanor. If your name is not on the Speedway Water Works files, but you are a resident of the ofSpeedway living in an apartment, trailer or rented house where the owner pays the water bill, please have some identification giving your name and residence. (4) After being checked as a qualified resident you will be given a ballot, which will be the only ballot you will receive, so please don’t lose it or misplace it. After receiving your ballot you should be seated. (5) At 7:30 p.m. or as soon thereafter as the Town Election Board decrees, the meeting will be called to order. A permanent chairman and secretary will be elected and the rules of procedure will be read and approved as follows: (a) Before any person can be *■ heard he or she must be recognized by he Chairman. Upon recognition, such person shall announce his or her name and address to the Secretary. (b) Nominations of candidates for the five offices of Town Trustee shall be made by ward. Only a person living within the same ward as the candidate may make a nomination or may second a nomination for the office of Town Trustee. (c) Nominations of candidates for the office of Town Clerk-Treasurer may be made and seconded by any resident of the Town regardless of his or her ward boundary. (d) Candidates who are nomimated and seconded pursuant to the rules will be introduced at the close of nominations and will be permitted to address the meeting if they so desire. Time for each candidate shall be limited to three (3) minutes. (e) At the close of nominations and speeches by the candidates, the qualified residents of the Town of Speedway in attendance will use the ballots in their possession to choose one candidate for Town Trustee from each of the five (5) wards and one candidate for the office ~of Town Clerk-Treasurer. (f) After a reasonable time for balloting, the* ballots' shall be collected by a person or persons appointed by the Chairman and said ballots shall be counted in the same room in whichthe meeting is held in the presence of seven (7) persons, three (3) of whom shall be the duly constituted Town Election Board of the Town of Speedway, the fourth shall be the Secretary of the meeting and the remaining three (3) shall be appointed by the Chairman from those persons present at the meeting. (g) After the ballots have been counted, the results shall be announced in their entirety. Following the announcement of the results of the balloting the Citizens party and the Peoples party will be formed, including the selection of officers. The Citizens party will petition for the candidates receiving the highest number of votes for each office to be placed upon the ballot to be voted for ait the Town Election on November 5,* 1963, and the Peoples party will prepare and file a similar petition for the candidates receiving the second highest number of votes.
