The Soviet international organization has carried on a successful and important penetration of the United States Government and this penetration has not been fully exposed. 2. Thousands of diplomatic, political, military, scientific, and economic secrets of the United States have been stolen by Soviet agents in our Government and other persons closely connected with the Communists. 8. Despite the fact that the Federal Bureau of Investigation and other security agencies had reported extensive information about this Communist penetration, little was done by the executive branch to interrupt the Soviet operatives in their ascent in Government until congressional committees brought forth to public light the facts of the conspiracy. 9. Powerful groups and individuals within the executive branch were at work obstructing and weakening the effort to elitninate Soviet agents from positions in Government 10. Members of this conspiracy repeatedly swore to oaths denying Communist Party membership when seeking appointments, transfers, and promotions and these falsifications have, in virtually every case, gone unpunished. 11. The control that the American Communications Association, a Communist-directed union, maintains over communication lines vital to the national defense poses a threat to the security of this country.

12. Policies and programs laid down by members of this Soviet conspiracy are still in effect within our Government and constitute a continuing hazard to our national security.” In the August 28, 1953, issue of the U.S. News and World Report this report appeared: “It (the subcommittee) noted literally scores of agents had penetrated the United States Government, and in its report on the Institute of Pacific Relations showed how some of these were responsible for extensive perversion of American policy that consequently caused the loss of thousands of American lives and injury to the interests of the United States. It noted that except in a few cases, all these agents, despite the record of their subversion, had escaped punishment and some, in positions of influence, continued to flourish even after their exposure.” The time has come after 15 years of continued defeat and retreat in the Cold War—when loyal Americans can no longer depend entirely on its leaders or political organizations to guide the vast resources and sacred destination of this great land of ours. When political ambitions and the desire to fulfill megalomanical dreams cause leaders and parties to become tolerant, in word or execution of that word, of those forces which seem most likely to destroy the Safety and Happiness of their people, it is both Right and Duty of those people to effect, lawfully, their own action to provide new guards for their fu-

Oppose the Party Line which includes such goals as destruction of the House Committee on Un-American Activities and the John Birch Society, infiltration and discrediting of the CIA, and pacification of the American people. 3. Don’t gullibly accept as true, the smear campaigns designed to discredit those few organizations openly opposing and effectively fighting the Communist conspiracy Yet, investigate all political groups before supporting or joining them—especially those campaigning for “civil liberties” 4. Support those organizations which you find to be truly and sincerely fighting the threat of Communism 5. Organize and participate in local discussion groups, utilizing the aid of those organizations which you have found to be reputable, when need be. Groups of this kind should be small (10-12) and composed of only those truly interested. Remember, our country is engaged in, and has been engaged in, a struggle from which either Communism or Christian-style civilization must emerge—with one completely triumphant and the other completely destroyed.
