REMOVAL SALE STILL ON AT MARTIN'S SHOES 1462 MAIN STREET New Telephone Building Indiana Bell announced plans to construct a 12-story building alongside its downtown headquarters structures as part of a “Metroplan” program for the Indianapolis metropolitan area. Joseph J. Urban, operations vice president of the company, announced the project as the State Public Service Commission opened hearings on the telephone expansion proposals. He said about a third of the new $3,500,000 building would be needed to provide equipment space made necessary by “Metroplan.” Other space would be devoted to offices at the outset, then later would be utilized for more equipment as metropolitan area communications grow. The Indiana limestone building would replace the smallest of three buildings now clustered on Bell’s quarter-block lot facing 240 North Meridian Street It would be on the southwest corner of the quarter-block, interconnected to the rear of the Meridian Street building and directly south of the brick building which faces New York Street. “Metroplan** is scheduled for completion within two years, if the commission approves. This would create one of the Midwest’s largest toll-free telephone calling

areas—centering on Indianapolis and covering all Bell exchanges within 24 miles of downtown and non-Bell exchanges which accept invitations to participate. The proposal also includes customer dialing of long distance calls to phones across the nation and in Canada, elimination of eight-party service and mileage charges in rural areas and rate reclassifications. Urban said the new building would be constructed only if “Metroplan” is approved. The tall structure would be slightly more than 109 feet long, measuring east to west, and 68 feet wide. Its architectural design would match the present headquarters building, and it would provide 72,000 square feet of space. Plans call for the four-story building which has been on the site since 1915 to be torn down next summer, after Bell begins serving MEirose 4 and 5 customers from new dial switching equipment now being installed in the main building. Foundations for the new building would be started immediately. AU or parts of six floors would be used for telephone equipment at the outset, the remainder for office space. The entire building eventually could be used for equipment. Urban told the commission that “Metroplan” would stimulate community progress throughout the metropolitan area and is tail-or-made to fit the new pattern of social and business interests resulting from population growth end moves to the suburbs.

“For a metropolitan area to continue to grow and develop under these conditions, there must be quick and easy access anywhere the people want to go—in person and by telephone,” he said. BeU’s service expansion proposal would provide this “quick and easy access” by creating a 1,600-square-mile metropolitan calling area, eliminating long distance charges on calls between Indianapolis and such cities as Noblesville, Danville and Greenfield and also between various neighboring suburban areas. Urban said the volume of calls increases “tremendously” when long distance charges are eliminated. Between Indianapolis and 10 suburban exchanges added to the metropolitan calling area since 1951, he said, the volume has increased 18 or 19 times over the number when long distance charges applied. During those 10 years, the local calling area was enlarged from 270 to 750 square miles. “Metroplan” would give telephone users in the 17 Bell exchange IncMd in the 48-mito-

wide metropolitan circle a local calling area averaging 435,000 phones, including extensions and all business phones reached through a single number. Some of the expanded local calling would be effective next June and the bulk of the improvements, in late summer or fall of 1962. The rate treatment also would be in two steps extension phone, service connection and miscellaneous business charges would be reclassified next year and basic monthly rates in 1962. Urban said the company obviously could not proceed with “Metroplan” without approval of the commission, including the proposed rates. He said customers throughout the metropolitan area would benefit by the elimination of eightparty service because most delays in reaching persons on busy mul-ti-party lines would be avoided. Approximately 16,500 customers would directly benefit by the elimination of their mileage charges, and customers in rural parts of the 16 suburban exchanges surrounding Indianapolis

would be offered one, two and four-party telephone service at zone rates which generally would be less than those applicable under the mileage system. Direct Distance Dialing would enable customers to dial calls to about 80,000,000 phones in 48 states, 11 Canadian provinces and the District of Columbia, Urban said.
