YOUR SURVIVAL PLAN "Evacuation.' ■When and Where" Last week we saw how effective shelters—not just an area in the basement—could protect you and your family from most wartime dangers and some natural dangers such as tornados. No shelter is 100% safe at any time and its effectiveness can change with conditions, therefore the need for evacuation can always arise. Several possible situations could cause an evacuation order to be given. Within the next year or two, intelligence reports indicate that the enemy would not have enough first strike ICBM’s to hit SAC bases and large metropolitan centers simultaneously. Therefore a condition could arise that if SAC was struck first, which is probable, there might be enough time to evacuate. Also in cases where a person did not have a good shelter and his area became one of heavy dangerous fallout, he might choose to evaluate to a safer area—if he knew where one was and could get there in time. Planned evacuation is one thing and mass panic fleeing is another. In planned evacuation, persons know the dangers, know where they are going, and what awaits them. In mass panic fleeing, the opposite is true, with persons because of their ignorance doing themselves and others more harm than good as evidenced in

so many theater and hotel fires. As of now, Speedway has no Evacuation Plan—this therefore would encourage mass hysterical panic if evacution was ordered. Before any reader begins to start yelling he or she must ask themselves where they were the many repeated times I have asked for volunteers to help with our communities survival plan. This could be a worthy project for some civic minded group here in Speedway, but so far not one adult civic group has shown any active interest in the Speedway Civilian Defense program. Tentatively Interstate 74 would be our best evacuation route. Out at least 15 to 20 miles on the highway and north a few miles, a site could be picked for Speedway residents to assemble. Even if separated from your family by being at work when evacution was ordered you would know where to go to find them. That site must be picked and arrangements made with property owners. Multi-purpose food such as distributed in sealed cans by General Mills could be stocked along with a supply of water, although available wells might be used. Mario Fischer, M.D., Health Officer of Duluth, Minn., and a former President of the National Tuberculosis Assn., was the principal speaker. TB Christmas Seals became a part of the Public Health scene in the United States in 1907. This first Christmas Seal campaign was a modest effort and did not yield truly significant results.
